Virginia Septic Contractor License Requirements (2026)

Virginia distinguishes conventional from alternative onsite sewage systems and journeyman from master installer licenses. A journeyman works under an appropriately licensed master. The individual installer credential is separate from a business contractor license with the applicable conventional sewage disposal system (CDS) or alternative sewage disposal system (ADS) specialty. Entry rules changed on December 17, 2025. This guide describes the current conventional entry pathways and identifies the separate alternative-system requirements rather than treating every installer as having the same experience or exam obligation.
Regulatory Body
Authority over this credential rests with Virginia Board for Waterworks and Wastewater Works Operators and Onsite Sewage System Professionals (DPOR), which issues and polices it under 18VAC160-40; contractor specialties in 18VAC50-22-30. Licenses individual onsite sewage installers. The separate Board for Contractors regulates business contractor classifications and specialties.

Eligibility Requirements
Applicants must be at least 18 years old. Check the current application for identification and tax-number requirements. Provide an address of record and a physical address; a post-office box alone is insufficient. The current application asks for an SSN and/or Virginia DMV control number. Use the appropriate standard or universal-license-recognition application.
Good moral character
Disclose professional disciplinary actions required by 18VAC160-40-60, including actions by licensing authorities in other jurisdictions.
Background investigation
Current section 60 requires disclosure of felony convictions within the preceding 20 years and misdemeanors involving lying, cheating, or stealing within three years. The board reviews eligibility under Virginia law; these are not automatic lifetime disqualifications.
Experience and Education
For conventional journeyman entry, section 120 permits six months assisting installations while associated with a properly licensed CDS/ADS contractor; three months operating systems with a qualifying operator license; or one year assisting installations with no listed credential prerequisite. Conventional master pathways in section 130 include combinations of contractor employment, journeyman/operator licensing, approved training, and experience. The route without a listed prerequisite requires two years. Alternative installer routes are governed separately by sections 150–160.
Accepted proof of experience or eligibility
- DPOR installer application selecting the exact category and qualification route.
- Experience verification by a person authorized under section 115, such as a qualified master, engineer, or specified agency official; a journeyman installer cannot verify qualifying experience.
- Board-approved course evidence where the selected pathway uses training.
Education substitution
Section 70 permits qualifying education or approved training to substitute for up to half of required experience, subject to its limits. Education already used to satisfy an education requirement cannot also be reused for experience credit.
Exam Requirements
Testing provider or authority: Virginia DPOR; PSI for required onsite sewage installer examinations. The following examination requirements cover the pathways described in this guide; follow each part's classification, waiver, and local-scope conditions. Unpublished format details do not remove an examination requirement:

Examination fee: DPOR lists $80 for the installer examination when required; conventional and alternative journeyman qualification tables do not require an exam.
Retake policy: Section 80 gives approved applicants 24 months to obtain a passing score; otherwise a new application and current entry requirements apply. A passing score remains valid for ten years. Section 140 provides a conventional-master exam exemption for specified long-experience routes: six immediately preceding years plus 40 approved training hours, or ten immediately preceding years, subject to board approval.
Insurance and Bonds
The reviewed septic credential sources do not establish a bond amount. Confirm any business, permit, or project bond separately; an unspecified amount is not a bond exemption.
General liability
The reviewed septic credential sources do not establish a general-liability minimum. Confirm requirements for the business and the particular project.
Workers' compensation

Fee Schedule
The July 2026 conventional installer application totals $114.50: the $100 base fee plus $14.50 technology fee. The table’s $80 renewal is the regulatory base fee; DPOR’s separate technology-fee notice must also be checked against the renewal invoice. Exam costs depend on the pathway.

$114.50 conventional installer application; add the listed $80 exam charge for a tested master pathway, making $194.50 in those two charges. Journeyman and approved waiver pathways have different examination costs. Training, the separate contractor-business license, and project costs are additional. Renewal’s $80 base amount is not an all-inclusive invoice.

Renewal and Continuing Education
Expiration is two years from the last day of the issuance month. The $80 recorded renewal is the regulation’s base amount; confirm the payable total including applicable technology fees with DPOR. After 30 days, reinstatement is required, available for up to 24 months after expiration. That filing window does not authorize practice while expired.
Continuing education: Per section 330, each two-year cycle requires 4 hours for conventional journeyman installers, 6 for alternative journeyman installers, 10 for conventional masters, and 14 for alternative masters. The rule exempts renewals of licenses held for less than two years on the expiration date.

Frequently Asked Questions
Does every Virginia septic installer take an exam?
No. Current journeyman qualification tables specify no examination. Master pathways generally require one, with a documented exemption available for qualifying conventional-master applicants.
Does the individual license replace the company contractor license?
No. The business contractor specialties CDS and ADS are separately defined. ADS also covers conventional sewage-disposal work; CDS is not authority for alternative systems.
Why does the application say $114.50 when the rule says $100?
The July 2026 application adds a $14.50 technology charge to the $100 base fee. DPOR’s notice describes a $7.25-per-year technology fee.
Can a journeyman verify my experience?
Section 115 expressly excludes experience verification by a journeyman onsite sewage installer. Use one of its authorized verifiers.
How much renewal education does a conventional master need?
The current installer requirement is 10 CPE hours per two-year cycle, subject to the rule’s initial-renewal exception. Alternative masters require 14.
