North Carolina uses individual onsite wastewater contractor certification for septic installers. New applicants use Grade Level II for its specified conventional and related systems; Grade Level IV expands the permitted system scope and requires prior satisfactory Grade II certification. The board separately certifies inspectors and evaluators. Installation certification does not authorize a pumping business: the board directs pumpers to the state septage-firm permit program. Regulatory Body
Licensing for this trade is governed by North Carolina Onsite Wastewater Contractor Inspector Certification Board (NCOWCICB), the agency that issues and regulates the credential under North Carolina General Statutes Chapter 90A, Article 5; 21 NCAC 39. Certifies onsite wastewater contractors by grade and administers separate inspector and evaluator certifications.

Eligibility Requirements
Applicants must be at least 18 years old. Applicants must provide a Social Security Number. The Grade II application includes instructions for out-of-state applicants. Submit the individual’s SSN documentation, not a company tax number, together with the company or sole-proprietor details.
Good moral character
The current application requests explanations of specified judgments, claims, disciplinary matters, and recent felony convictions involving the applicant or listed responsible persons. Read each question and attach explanations where required.
Background investigation
The reviewed application calls for SSN evidence and conduct disclosures. It does not establish a separate fingerprint-based background-check requirement.
Experience and Education
Grade II does not require prior industry experience under the board’s installer instructions. Complete the approved Introduction class before submitting the package. For Grade IV, hold satisfactory Grade II certification for at least two years, then complete the approved six-hour advanced Grade IV class before applying and taking that examination.

Exam Requirements
Testing provider or authority: NCOWCICB. The following examination requirements cover the pathways described in this guide; follow each part's classification, waiver, and local-scope conditions. Unpublished format details do not remove an examination requirement:
- Grade Level II installer examination (Grade IV has its own examination) — 50 questions, 120 minutes, passing score 70%
Examination fee: The Grade II application package lists a $200 certification fee and a separate exam application form; it does not list an additional initial exam charge. Class tuition is separate.
Retake policy: The installer instructions allow up to three attempts before classes and application must be repeated. The board’s exam FAQ specifies a closed-book, two-hour examination. A complete application must reach the board at least 15 business days before the exam.
Insurance and Bonds
The reviewed septic credential sources do not establish a bond amount. Confirm any business, permit, or project bond separately; an unspecified amount is not a bond exemption.
General liability
The board announces a project-appropriate general liability requirement for certified persons effective January 1, 2027. As of this guide’s September 30, 2026 review, that blanket requirement is a future change. Existing Engineer Option and Authorized Onsite Wastewater Evaluator project routes already have additional insurance requirements. The board does not state a universal dollar minimum in this notice; confirm the project-specific coverage.
Workers' compensation
Workers’ compensation obligations are not determined by the septic credential guidance cited here. Confirm employee coverage requirements separately.
Fee Schedule
Fees represent Grade Level II certification. Grade IV’s initial application fee is $300; either installer grade has a $75 annual renewal. Training-provider charges are additional, and the application fee is recorded only once.

Renewal and Continuing Education
Installer renewal is $75 annually. Certificates expire December 31 each year, but renewal must be received by November 15 to avoid the late fee. The posted 2027 invoice is due November 15, 2026 and renews a certificate expiring December 31, 2026. Submit the attendance evidence and signed invoice. Plan for the insurance rule effective January 1, 2027.
Continuing education: Grade II requires 3 approved continuing-education hours each calendar year; Grade IV requires 6. Initial qualification class hours cannot also be used as renewal hours.

- Choose the grade for the actual system. Use the current classification rule for permitted systems. Grade IV includes advanced treatment, drip, and other listed complex systems.

Common Filing Mistakes

Using older grade names
The current application routes are Grade II and IV. Some forms retain older references; use the current route and ask the board about ambiguous scope.
Ignoring conflicting flow descriptions
Rule .0102 lists Grade II systems at or below 1,500 gpd, while the board’s installer handout and application say up to 1,499 gpd. For a system at exactly 1,500 gpd, obtain the board’s scope determination before contracting.
Waiting until December to renew
November 15 is the filing deadline even though the certificate expires later.

The board’s instructions say no prior industry experience is required. Approved introductory education and the examination are still required.
How do I advance to Grade IV?

Does my installer certificate allow septic pumping?
The board does not regulate pumpers. Its FAQ directs a pumping business to the Division of Waste Management for a septage-firm permit.
Is the insurance change already in effect?
The board’s general-liability notice gives January 1, 2027 as its effective date. Separate insurance requirements can already apply to specified project pathways.
Is renewal due when the certificate expires?
No. The ordinary filing deadline is November 15; the certificate expires December 31. A filing after November 15 incurs the listed late fee.
