Virginia HVAC License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-04-20 · CLR Editorial Review Desk
The Virginia Department of Professional and Occupational Regulation (DPOR) Board for Contractors licenses HVAC contractors statewide and the DPOR Tradesman section certifies individual journeyman and master HVAC technicians under Code of Virginia Title 54.1 Chapter 11. Virginia issues both individual tradesman credentials (Journeyman HVAC and Master HVAC) and business contractor licenses (Class A, B, or C with the HVA HVAC specialty designation). To operate as an HVAC contracting business in Virginia, the qualifying individual must hold a Virginia Master HVAC credential, and any work involving refrigerants requires federal EPA Section 608 certification.
Regulatory Body Profile
Licensing for this trade is governed by Virginia Department of Professional and Occupational Regulation — Board for Contractors (DPOR), the agency that issues and regulates the credential under Code of Virginia Title 54.1 Chapter 11; 18 VAC 50-22 (Board for Contractors regulations). DPOR Board for Contractors licenses general and specialty contractors statewide, adopts the Virginia Uniform Statewide Building Code by reference, and conducts disciplinary proceedings.

The Eligibility Audit
Eligibility begins with two baseline checks: the applicant must be 18 or older and must provide a valid Social Security Number. No Virginia residency requirement.
Good moral character
DPOR conducts a fitness review on every applicant. Felony convictions are reviewed individually.
Background investigation
Mandatory criminal history disclosure on the application.
Experience and Education Standards
A minimum of one year of practical HVAC experience as a Virginia-licensed Journeyman HVAC (which itself requires four years and 8,000 hours of qualifying experience or completion of an approved apprenticeship) must be documented and verified. Unless the board publishes a different lookback period, applicants should keep payroll, tax, project, or supervisor records that support the claimed experience.
Accepted proof of experience or eligibility
- DPOR Tradesman Experience Verification Form signed by each licensed Master HVAC supervisor
- W-2 statements, pay stubs, or 1099 records covering the qualifying period
- Approved HVAC apprenticeship completion certificate (where applicable)
Education substitution
Approved HVAC apprenticeship and accredited HVAC trade school programs substitute for portions of the experience requirement on a sliding scale set by DPOR rule.
The Exam Syllabus
The exam, administered by PSI Services LLC (under contract to DPOR), breaks into the parts shown below — all must be passed before licensure:
- Virginia Master HVAC Examination — Virginia Mechanical Code (IMC-based), Virginia Fuel Gas Code, business and law — 100 questions, 240 minutes, passing score 70%
Examination fee: $100 examination fee paid to PSI on the day of testing.
Retake policy: Failed examinations may be re-taken by paying a new $100 fee. Each application remains valid for one year.
Bonding, Insurance & Financial Security
No statewide contractor license surety bond is required for this credential in the cited sources. Project-specific, permit, or public-works bonds may still apply, so confirm bonding before bidding a given job.
General liability
DPOR does not impose a state-level general liability minimum. Most commercial owners contractually require $1,000,000/$2,000,000.
Workers' compensation
Workers' compensation insurance is mandatory in Virginia under §65.2-800 et seq. for any business with three or more employees.
Additional financial requirements
HVAC contractor business licenses follow the standard contractor class financial requirements: Class A and B require $15,000 net worth, Class C has no minimum.

The Application Roadmap
- Earn the Journeyman HVAC credential. Four years and 8,000 hours of qualifying experience or completion of an approved apprenticeship plus passing the Virginia Journeyman HVAC examination.
- Document one year of experience as a Virginia Journeyman. One year of qualifying journey-level experience under a Virginia Master HVAC.
- Obtain EPA Section 608 certification. Federal refrigerant handling certification is required for any work involving refrigerants.
- Submit the DPOR Master HVAC application. File the Tradesman section application with the experience documentation and exam fee.
- Pass the PSI Master HVAC examination at 70%. Score 70% or better on the 100-question exam covering the Virginia Mechanical Code, Fuel Gas Code, and business and law.
- Receive the Master HVAC credential. DPOR issues the credential after the exam is passed. The credential must be renewed every three years.
- Obtain the HVA Specialty Contractor license (if self-employed). File a separate Board for Contractors application designating the Master HVAC as the qualifying individual.
Where Applications Stall
The following pitfalls summarize the issues most likely to delay, return, or derail a Virginia HVAC application based on the published board instructions and source materials cited on this page.
Skipping the journeyman step
The Master HVAC path requires the Journeyman credential as a prerequisite. Direct-entry to Master is not allowed.
Skipping EPA 608
EPA Section 608 is federal and required before touching any refrigerant. DPOR will reject incomplete applications.
Confusing tradesman with contractor
The Master HVAC credential authorizes you as an individual; you still need a separate Board for Contractors specialty contractor license to operate as a business.
Missing continuing education
Three hours of DPOR-approved CE each renewal cycle is mandatory.
Letting the credential lapse
A lapsed Master HVAC credential automatically suspends any contractor license that depends on it as the qualifying individual.
