The Virginia Department of Professional and Occupational Regulation (DPOR) Board for Contractors licenses plumbing contractors statewide and the DPOR Tradesman section certifies individual journeyman and master plumbers under Code of Virginia Title 54.1 Chapter 11. Virginia issues both individual tradesman credentials (Journeyman Plumber and Master Plumber) and business contractor licenses (Class A, B, or C with the PLB Plumbing specialty designation). To operate as a plumbing contracting business in Virginia, the qualifying individual must hold a Virginia Master Plumber credential.

Regulatory Oversight

Under Code of Virginia Title 54.1 Chapter 11; 18 VAC 50-22 (Board for Contractors regulations), Virginia Department of Professional and Occupational Regulation — Board for Contractors (DPOR) is the body that issues this license and enforces compliance with it. DPOR Board for Contractors licenses general and specialty contractors statewide, adopts the Virginia Uniform Statewide Building Code by reference, and conducts disciplinary proceedings.

Who May Apply

At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Virginia residency requirement.

Good moral character

DPOR conducts a fitness review on every applicant. Felony convictions are reviewed individually.

Background investigation

Mandatory criminal history disclosure on the application.

Required Experience and Education

The applicant must document and verify at least one year of practical plumbing experience as a Virginia-licensed Journeyman Plumber (which itself requires four years and 8,000 hours of qualifying experience or completion of an approved apprenticeship). Keep payroll, tax, project, or supervisor records to support the claim, as the board can request proof for any period within its lookback window.

Accepted proof of experience or eligibility

  • DPOR Tradesman Experience Verification Form signed by each licensed Master Plumber supervisor
  • W-2 statements, pay stubs, or 1099 records covering the qualifying period
  • Approved plumbing apprenticeship completion certificate (where applicable)

Education substitution

Approved plumbing apprenticeship and accredited plumbing trade school programs substitute for portions of the experience requirement on a sliding scale set by DPOR rule.

Examination Requirements

The licensing examination is delivered by PSI Services LLC (under contract to DPOR). All of the following parts must be cleared prior to issuance:

  • Virginia Master Plumber Examination — Virginia Plumbing Code (IPC-based), business and law100 questions, 240 minutes, passing score 70%

Examination fee: $100 examination fee paid to PSI on the day of testing.

Retake policy: Failed examinations may be re-taken by paying a new $100 fee. Each application remains valid for one year.

Insurance and Financial Requirements

The cited state source set does not require a contractor license surety bond for this credential. Contractors should still confirm project-specific bond, permit-bond, or public-works bond requirements before bidding.

General liability

DPOR does not impose a state-level general liability minimum. Most commercial owners contractually require $1,000,000/$2,000,000.

Workers' compensation

Workers' compensation insurance is mandatory in Virginia under §65.2-800 et seq. for any business with three or more employees.

Additional financial requirements

Plumbing contractor business licenses follow the standard contractor class financial requirements: Class A and B require $15,000 net worth, Class C has no minimum.

Licensing Fees

Reciprocity and License Transfer

The NASCLA Accredited Examination is not accepted by Virginia for this classification.

Reciprocal State Accepted Exam Conditions
Maryland Trade exam waived Bilateral DPOR–Maryland Master Plumber reciprocity for active master plumbers.
North Carolina Trade exam waived Bilateral DPOR–SBPHFSC reciprocity for active plumbing contractors.
West Virginia Trade exam waived Bilateral DPOR–West Virginia reciprocity.

Virginia maintains bilateral master plumber reciprocity agreements with neighboring states. Reciprocal applicants still must pass the Virginia-specific portion.

Application Process, Step by Step

  1. Earn the Journeyman Plumber credential. Four years and 8,000 hours of qualifying experience or completion of an approved apprenticeship plus passing the Virginia Journeyman Plumber examination.
  2. Document one year of experience as a Virginia Journeyman. One year of qualifying journey-level experience under a Virginia Master Plumber.
  3. Submit the DPOR Master Plumber application. File the Tradesman section application with the experience documentation and exam fee.
  4. Pass the PSI Master Plumber examination at 70%. Score 70% or better on the 100-question exam covering the Virginia Plumbing Code and business and law.
  5. Receive the Master Plumber credential. DPOR issues the credential after the exam is passed. The credential must be renewed every three years.
  6. Obtain the PLB Specialty Contractor license (if self-employed). File a separate Board for Contractors application designating the Master Plumber as the qualifying individual.

Frequent Application Errors

Working from the cited board instructions, here are the snags most likely to trip up a Virginia Plumber filing.

Skipping the journeyman step

The Master Plumber path requires the Journeyman credential as a prerequisite. Direct-entry to Master is not allowed.

Confusing tradesman with contractor

The Master Plumber credential authorizes you as an individual; you still need a separate Board for Contractors specialty contractor license to operate as a business.

Studying the wrong code

Virginia uses the International Plumbing Code with Virginia amendments. Candidates from UPC states often study the wrong reference.

Missing continuing education

Three hours of DPOR-approved CE each renewal cycle is mandatory.

Letting the credential lapse

A lapsed Master Plumber credential automatically suspends any contractor license that depends on it as the qualifying individual.
