Kentucky Plumber License Requirements (2026)

By Gabriel Giner, Editor  ·  Reviewed 2026-04-22  ·  CLR Editorial Review Desk

The Kentucky Division of Plumbing, housed inside the Department of Housing, Buildings and Construction (HBC), licenses plumbers statewide under KRS Chapter 318. Kentucky issues three individual credentials — Apprentice Plumber, Journeyman Plumber, and Master Plumber — and one business credential, the Plumbing Contractor registration. The path is sequential: an apprentice must complete a four-year apprenticeship and 576 classroom hours to qualify as a Journeyman, and a Journeyman must work two additional years under a Master before sitting for the Master Plumber examination. Kentucky enforces its own state plumbing code at 815 KAR 20 — distinct from the IPC and UPC adopted in many other states — so all study material must be Kentucky-specific.

The Licensing Authority

Authority over this credential rests with Kentucky Division of Plumbing (KY Plumbing), which issues and polices it under KRS 318 (Plumbers); 815 KAR 20 (Kentucky State Plumbing Code). The Kentucky Division of Plumbing (within HBC) licenses apprentice, journeyman, and master plumbers, registers plumbing contractors, and enforces the Kentucky State Plumbing Code (815 KAR 20) statewide.

Baseline Eligibility

The applicant must be at least 18 years of age and possess a valid Social Security Number. No Kentucky residency requirement.

Good moral character

The Division of Plumbing conducts a fitness review on every Master Plumber applicant. Felony convictions and prior license revocations are reviewed individually.

Background investigation

Mandatory criminal history disclosure on the application; the Division of Plumbing may request additional documentation.

Experience and Education Requirements

At least four years (8,000 hours) of apprenticeship under a licensed Master Plumber to qualify as Journeyman, plus two additional years of journey-level experience under a Master Plumber to qualify for the Master Plumber examination has to be evidenced and confirmed. Retain payroll, tax, project, or supervisor records, since the board may audit the experience claimed.

Accepted proof of experience or eligibility

  • Division of Plumbing Apprentice Registration card and quarterly hour reports
  • Apprenticeship completion certificate covering 576 classroom hours of related instruction
  • Journeyman Plumber license card and journey-level experience verification
  • W-2 statements, pay stubs, or 1099 records covering the qualifying period

Education substitution

Completion of a U.S. Department of Labor registered plumbing apprenticeship satisfies the four-year and 576-classroom-hour Journeyman requirement.

The Licensing Examination

Kentucky Division of Plumbing in-house examination administered at the Frankfort office (and regional sites) administers the required examination. Each part below must be passed before the license will issue:

  • Kentucky Journeyman Plumber Examination — Kentucky State Plumbing Code (815 KAR 20), trade practice100 questions, 240 minutes, passing score 70%
  • Kentucky Master Plumber Examination — Kentucky State Plumbing Code, plan reading, business and law100 questions, 240 minutes, passing score 70%

Examination fee: $50 examination fee per attempt for Journeyman and Master, paid to the Division of Plumbing.

Retake policy: Failed examinations may be re-taken by paying a new $50 fee. The Division of Plumbing publishes a quarterly exam schedule. Each application remains valid for one year.

Financial Security and Insurance

No statewide contractor license surety bond is required for this credential in the cited sources. Project-specific, permit, or public-works bonds may still apply, so confirm bonding before bidding a given job.

General liability

The Division of Plumbing requires registered Plumbing Contractors to carry general liability insurance with a minimum of $300,000 single limit. Most commercial owners contractually require $1,000,000/$2,000,000.

Workers' compensation

Workers compensation insurance is mandatory in Kentucky under KRS 342 for any business with one or more employees, including part-time.

Additional financial requirements

No state net worth requirement. The certificate of general liability insurance is the financial responsibility evidence required at plumbing contractor registration.

Fee Schedule

Fee Amount
Application (non-refundable)$75
Examination$50
Initial license$200
Renewal (every year)$200

License Renewal

The Kentucky Master Plumber (and Journeyman Plumber) must be renewed every year. The fee to renew is presently $200. Kentucky Master Plumber and Journeyman licenses renew every year. The Plumbing Contractor registration renews concurrently.

Continuing education: Six hours of Division of Plumbing-approved continuing education each annual renewal cycle, focused on Kentucky State Plumbing Code updates.

Reciprocity Map

Kentucky grants no NASCLA reciprocity for this classification.

Reciprocal State Accepted Exam Conditions
Tennessee Master Plumber exam waived Bilateral Kentucky Division of Plumbing–Tennessee Department of Commerce reciprocity for active master plumbers in good standing.
West Virginia Master Plumber exam waived Bilateral reciprocity for active master plumbers.
Ohio Limited reciprocity Limited reciprocity through Ohio Construction Industry Licensing Board with case-by-case review.

Kentucky uses its own state plumbing code (815 KAR 20). Reciprocal applicants must still pass a Kentucky-specific code portion before receiving the Kentucky Master Plumber license.

The Licensing Roadmap

  1. Register as an Apprentice Plumber. File the Division of Plumbing apprentice registration form before starting work. Apprentice cards are renewed annually.
  2. Complete the four-year apprenticeship. 8,000 hours under a licensed Master Plumber plus 576 classroom hours of related instruction.
  3. Pass the Kentucky Journeyman Plumber examination at 70%. Sit for the Division of Plumbing Journeyman exam in Frankfort or at a regional site.
  4. Work two years as a licensed Journeyman. Two additional years of journey-level experience under a Kentucky Master Plumber.
  5. Submit the Master Plumber application. File with the Division of Plumbing including journey-level experience verification and exam fee.
  6. Pass the Kentucky Master Plumber examination at 70%. Score 70% or better on the 100-question, four-hour Master exam covering 815 KAR 20, plan reading, and business and law.
  7. Register as a Plumbing Contractor (if self-employed). File the contractor registration with the Master Plumber designation and certificate of general liability insurance.

Common Application Pitfalls

These are the recurring mistakes that most often delay or reject a Kentucky Plumber application, based on the official instructions cited here.

Studying the IPC instead of 815 KAR 20

Kentucky has its own state plumbing code. Studying the International Plumbing Code or Uniform Plumbing Code will fail the Kentucky exam — the fixture unit tables, vent sizing, and material approvals are Kentucky-specific.

Skipping the apprentice registration

All plumbing apprentices must register with the Division of Plumbing before starting work. Unregistered hours do not count toward the Journeyman experience requirement.

Missing the 576 classroom hours

Field hours alone do not qualify a Journeyman applicant. The 576 classroom hours of related instruction are mandatory and must come from an approved program.

Confusing Journeyman with Master

A Kentucky Journeyman Plumber may perform work but cannot pull permits as a contractor or supervise an apprentice. Only a Master Plumber may serve as the qualifying individual for a Plumbing Contractor registration.

Letting the apprentice card lapse

Apprentice registration is annual. A lapsed card stops the experience clock until renewal — apprentices have lost months of credit by skipping a renewal year.
