By Gabriel Giner, Editor  ·  Reviewed 2026-05-23  ·  CLR Editorial Review Desk

The Kentucky Department of Housing, Buildings and Construction (HBC) HVAC Section licenses heating, ventilation, and air conditioning professionals statewide under KRS 198B.650. Kentucky issues two HVAC credentials — HVAC Mechanic (the individual installer or service technician) and HVAC Master Contractor (the qualifying individual who supervises HVAC work and serves as the qualifier for a contracting business). To work as a self-employed HVAC contracting business in Kentucky, the qualifying individual must hold a Kentucky HVAC Master Contractor license and the business must carry general liability insurance and workers compensation. Federal EPA Section 608 certification is also mandatory for any technician who handles refrigerants.

Regulatory Oversight

Under KRS 227A (Electrical), KRS 198B.650 (HVAC); 815 KAR licensing chapters, Kentucky Department of Housing, Buildings and Construction (HBC) is the body that issues this license and enforces compliance with it. Kentucky HBC licenses electrical contractors and electricians, HVAC mechanics and master contractors, and enforces the Kentucky Building Code and Kentucky Residential Code statewide.

Who May Apply

To qualify, an applicant must have reached age 18 and hold a valid Social Security Number. No Kentucky residency requirement.

Good moral character

HBC conducts a fitness review on every HVAC Master Contractor applicant. Felony convictions and prior license revocations are reviewed individually.

Background investigation

Mandatory criminal history disclosure on the application; HBC may request additional documentation including court records.

Required Experience and Education

Eligibility requires four years (8,000 hours) of practical HVAC experience under a licensed HVAC Master Contractor or equivalent licensed master in another state, documented and independently verifiable. Payroll, tax, project, and supervisor records are the usual proof the board will accept.

Accepted proof of experience or eligibility

  • HBC HVAC Experience Verification Form signed by each licensed HVAC Master Contractor supervisor
  • W-2 statements, pay stubs, or 1099 records covering the qualifying period
  • Approved HVAC apprenticeship completion certificate (where applicable)
  • College transcripts for any claimed education substitution
  • EPA Section 608 certification card

Education substitution

Completion of an approved HVAC apprenticeship and accredited HVAC technology coursework substitute for portions of the four-year experience requirement on a sliding scale set by HBC rule.

Examination Requirements

PSI Services LLC (under contract to Kentucky HBC) runs the examination for this credential. Issuance is contingent on passing every part below:

  • Kentucky HVAC Master Contractor Examination — Kentucky Mechanical Code, International Mechanical Code, business and law100 questions, 240 minutes, passing score 70%

Examination fee: $80 examination fee paid to PSI on the day of testing.

Retake policy: Failed examinations may be re-taken by paying a new $80 fee. There is no waiting period between attempts. Each application remains valid for one year.

Insurance and Financial Requirements

This credential carries no state-level surety bond requirement under the cited sources. Individual jobs may still trigger a permit or public-works bond, which should be verified before bidding.

General liability

Kentucky HBC requires HVAC Master Contractors to carry general liability insurance with a minimum of $500,000 single limit. Most commercial owners contractually require $1,000,000/$2,000,000.

Workers' compensation

Workers compensation insurance is mandatory in Kentucky under KRS 342 for any business with one or more employees, including part-time.

Additional financial requirements

No HBC net worth requirement. The certificate of general liability insurance is the financial responsibility evidence required at HVAC Master Contractor licensure.

Reciprocity and License Transfer

The NASCLA Accredited Examination is not accepted by Kentucky for this classification.

Reciprocal State Accepted Exam Conditions
Tennessee Trade exam waived Bilateral Kentucky HBC–Tennessee Department of Commerce reciprocity for active HVAC master contractors.
West Virginia Trade exam waived Bilateral Kentucky HBC–West Virginia reciprocity for active HVAC master contractors.
Ohio Trade exam waived Bilateral Kentucky HBC–Ohio Construction Industry Licensing Board reciprocity.

Kentucky maintains regional HVAC reciprocity with Tennessee, West Virginia, and Ohio. Reciprocal applicants still must complete the Kentucky application, pay the application fee, and provide proof of EPA 608 certification and insurance.

Weighing more than one jurisdiction? The national hub compares HVAC license requirements in every state — exam, bond, fee, and experience thresholds side by side.

Application Process, Step by Step

  1. Document four years of HVAC experience. 8,000 hours under a licensed HVAC Master Contractor. An approved HVAC apprenticeship counts toward the requirement.
  2. Obtain federal EPA Section 608 certification. Mandatory federal certification for any technician who handles refrigerants. Available through EPA-approved testing organizations.
  3. Submit the HBC HVAC Master Contractor application. File with the application fee, experience verification forms, and EPA 608 card.
  4. Receive HBC approval to test. HBC reviews the application and issues a PSI authorization to test letter, typically within 4 to 8 weeks.
  5. Pass the PSI HVAC Master Contractor examination at 70%. Score 70% or better on the 100-question, four-hour exam covering the Kentucky Mechanical Code, IMC, and business and law.
  6. Obtain general liability insurance and workers compensation. Carry minimum $500,000 general liability and workers compensation for any business with one or more employees.
  7. Receive the HVAC Master Contractor license. HBC issues the license after the exam is passed and insurance is on file. The license must be renewed annually.

Frequent Application Errors

Based on the board's own instructions and the sources cited here, the problems below are what most often stall a Kentucky HVAC application.

Forgetting the EPA 608 prerequisite

EPA Section 608 certification is federally required and must be on file with the Kentucky HBC application. Applications without an EPA card are returned unprocessed.

Confusing HVAC Mechanic with HVAC Master Contractor

The HVAC Mechanic credential authorizes individual installation and service work. Only an HVAC Master Contractor may serve as the qualifying individual for a contracting business.

Missing the workers compensation threshold

Kentucky requires workers compensation for any business with one or more employees including part-time. The threshold is stricter than most neighboring states.

Studying only the IMC

Kentucky enforces the IMC with state-specific amendments at 815 KAR. The exam tests both the IMC and the Kentucky amendments — studying the IMC alone leaves easy points on the table.

Letting the license lapse

Kentucky HVAC Master Contractor licenses renew every year. A lapsed license blocks permit issuance immediately and requires reinstatement fees plus possible re-examination if the lapse exceeds 12 months.
