Kentucky Carpentry License Requirements (2026)

Gabriel Giner

By Gabriel Giner, Editor  ·  Reviewed 2026-06-16  ·  CLR Editorial Review Desk

Kentucky licenses HVAC, electrical and plumbing contractors at the state level but does not license general or carpentry contractors. Carpentry is regulated by local jurisdiction. Louisville Metro Department of Codes and Regulations (DCR) issues a Class A through D General Contractor license under Louisville Metro Code Chapter 150. Lexington-Fayette Urban County Government Division of Building Inspection runs a contractor registration program. Other Kentucky counties either have their own registration or require ICC contractor exam results before issuing building permits. Carpenters must research the specific jurisdiction where work occurs.

Federal requirement: EPA Lead RRP Rule

Pre-1978 housing triggers the federal EPA Lead RRP Rule for any paint-disturbing renovation, repair, or painting work — a requirement that stands apart from whatever Kentucky does or does not license. See our complete EPA RRP Lead Certification guide for who needs firm and renovator certification, what it costs, and how renewal works.

Regulatory Oversight

Kentucky Department of Housing, Buildings and Construction (HBC) administers and enforces this credential under the authority of KRS 227A (Electrical), KRS 198B.650 (HVAC); 815 KAR licensing chapters. Kentucky HBC licenses electrical contractors and electricians, HVAC mechanics and master contractors, and enforces the Kentucky Building Code and Kentucky Residential Code statewide.

Frequent Application Errors

Working from the cited board instructions, here are the snags most likely to trip up a Kentucky Carpentry filing.

Assuming statewide license exists

Many Kentucky carpenters assume the state Housing Buildings and Construction Department licenses general contractors. It does not.

Skipping local registration

Performing carpentry in Louisville Metro or Lexington-Fayette without that jurisdiction registration is unlicensed contracting.

Lead RRP for pre-1978 trim

EPA RRP certification is federally required.

Bond lapse

Louisville Metro DCR automatically suspends licenses with lapsed bond.

Workers compensation

KRS Chapter 342 covers any contractor with one or more employees.
