Virginia Painting License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-05-05 · CLR Editorial Review Desk
Virginia regulates painting through the Department of Professional and Occupational Regulation (DPOR) Board for Contractors under Va. Code §54.1-1100. Any contractor performing $1,000 or more of work — including painters — must hold a Virginia contractor license. Painters obtain the Painting and Wallcovering Contracting (PTC) specialty designation. Three license classes set monetary limits: Class C ($10,000 single project / $150,000 annual), Class B ($120,000 / $750,000), Class A (unlimited). All applicants must complete a pre-license course, pass a Virginia exam, and designate a Qualified Individual. Federal EPA RRP applies for pre-1978 housing.
Federal requirement: EPA Lead RRP Rule
Whether or not Virginia licenses this trade, any work that disturbs paint in pre-1978 housing falls under the federal EPA Lead RRP Rule nationwide. See our complete EPA RRP Lead Certification guide for who needs firm and renovator certification, what it costs, and how renewal works.

Common Application Pitfalls
The errors below are the ones that most frequently cost Virginia Painting applicants time, drawn from the cited board guidance.
Bidding above license class limit
DPOR enforces class limits — Class C at $11,000 single project is unlicensed contracting.
Working without designating a Qualified Individual
Every license requires a designated QI with passing exam scores; losing the QI suspends the license.
Working at $1K+ unlicensed
Va. Code §54.1-1115 makes unlicensed contracting a Class 1 misdemeanor.
Ignoring EPA Lead RRP
Richmond and Norfolk have extensive pre-1978 housing.
Missing the 3-hour CE
Biennial renewal requires 3 hours of Virginia contractor law CE.
