By Gabriel Giner, Editor  ·  Reviewed 2026-05-23  ·  CLR Editorial Review Desk

The Virginia Department of Professional and Occupational Regulation (DPOR) Board for Contractors licenses electrical contractors statewide and the DPOR Tradesman section certifies individual journeyman and master electricians under Code of Virginia Title 54.1 Chapter 11. Virginia issues both individual tradesman credentials (Journeyman Electrician and Master Electrician) and business contractor licenses (Class A, B, or C with the ELE Electrical specialty designation). To operate as an electrical contracting business in Virginia, the qualifying individual must hold a Virginia Master Electrician credential.

Governing Authority

Under Code of Virginia Title 54.1 Chapter 11; 18 VAC 50-22 (Board for Contractors regulations), Virginia Department of Professional and Occupational Regulation — Board for Contractors (DPOR) is the body that issues this license and enforces compliance with it. DPOR Board for Contractors licenses general and specialty contractors statewide, adopts the Virginia Uniform Statewide Building Code by reference, and conducts disciplinary proceedings.

Eligibility Requirements

At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Virginia residency requirement.

Good moral character

DPOR conducts a fitness review on every applicant. Felony convictions are reviewed individually.

Background investigation

Mandatory criminal history disclosure on the application.

Experience & Education Matrix

The applicant must document and verify at least one year of practical electrical experience as a Virginia-licensed Journeyman Electrician (which itself requires four years and 8,000 hours of qualifying experience or completion of an approved apprenticeship). Keep payroll, tax, project, or supervisor records to support the claim, as the board can request proof for any period within its lookback window.

Accepted proof of experience or eligibility

  • DPOR Tradesman Experience Verification Form signed by each licensed Master Electrician supervisor
  • W-2 statements, pay stubs, or 1099 records covering the qualifying period
  • Approved electrical apprenticeship completion certificate (where applicable)
  • College transcripts for any claimed education substitution

Education substitution

Approved electrical apprenticeship and accredited electrical engineering technology coursework substitute for portions of the experience requirement on a sliding scale set by DPOR rule.

Examination Structure

Examinations are administered by PSI Services LLC (under contract to DPOR). The applicant must pass the following examination parts before the license can issue:

  • Virginia Master Electrician Examination — National Electrical Code, Virginia electrical rules, business and law100 questions, 240 minutes, passing score 70%

Examination fee: $100 examination fee paid to PSI on the day of testing.

Retake policy: Failed examinations may be re-taken by paying a new $100 fee. Each application remains valid for one year.

Insurance & Financial Security

This credential carries no state-level surety bond requirement under the cited sources. Individual jobs may still trigger a permit or public-works bond, which should be verified before bidding.

General liability

DPOR does not impose a state-level general liability minimum. Most commercial owners contractually require $1,000,000/$2,000,000.

Workers' compensation

Workers' compensation insurance is mandatory in Virginia under §65.2-800 et seq. for any business with three or more employees.

Additional financial requirements

Electrical contractor business licenses follow the standard contractor class financial requirements: Class A and B require $15,000 net worth, Class C has no minimum.

Reciprocity and Endorsement

Virginia does not accept the NASCLA Accredited Examination for this classification.

Reciprocal State Accepted Exam Conditions
Maryland Trade exam waived Bilateral DPOR–Maryland Master Electrician reciprocity for active master electricians.
North Carolina Trade exam waived Bilateral DPOR–NCBEEC reciprocity for active electrical contractors.
West Virginia Trade exam waived Bilateral DPOR–West Virginia reciprocity.
Kentucky Trade exam waived Bilateral DPOR–Kentucky reciprocity for active master electricians.

Virginia maintains bilateral master electrician reciprocity agreements with neighboring states. Reciprocal applicants still must pass the Virginia-specific portion.

Step-by-Step Application Roadmap

  1. Earn the Journeyman Electrician credential. Four years and 8,000 hours of qualifying experience or completion of an approved apprenticeship plus passing the Virginia Journeyman Electrician examination.
  2. Document one year of experience as a Virginia Journeyman. One year of qualifying journey-level experience under a Virginia Master Electrician.
  3. Submit the DPOR Master Electrician application. File the Tradesman section application with the experience documentation and exam fee.
  4. Pass the PSI Master Electrician examination at 70%. Score 70% or better on the 100-question exam covering the NEC, Virginia electrical rules, and business and law.
  5. Receive the Master Electrician credential. DPOR issues the credential after the exam is passed. The credential must be renewed every three years.
  6. Obtain the ELE Specialty Contractor license (if self-employed). File a separate Board for Contractors application designating the Master Electrician as the qualifying individual.

Common Filing Mistakes

Based on the board's own instructions and the sources cited here, the problems below are what most often stall a Virginia Electrician application.

Skipping the journeyman step

The Master Electrician path requires the Journeyman credential as a prerequisite. Direct-entry to Master is not allowed.

Confusing tradesman with contractor

The Master Electrician credential authorizes you as an individual; you still need a separate Board for Contractors specialty contractor license to operate as a business.

Studying the wrong NEC edition

Virginia adopts the NEC on a delayed cycle. Confirm the current adopted edition before studying.

Missing continuing education

Three hours of DPOR-approved CE each renewal cycle is mandatory. Missing CE blocks renewal.

Letting the credential lapse

A lapsed Master Electrician credential automatically suspends any contractor license that depends on it as the qualifying individual.
