Education substitution

NICET ASSL Level III is accepted by DPOR as evidence of technical competence for the FSP Qualified Individual under 18 VAC 50-22-220.

Examination Requirements

PSI Services LLC (under contract to DPOR) runs the examination for this credential. Issuance is contingent on passing every part below:

  • Virginia Contractor Business Exam50 questions, 120 minutes, passing score 70%
  • Virginia FSP Fire Sprinkler Specialty Exam — NFPA 13, NFPA 25, hydraulics, Virginia SFPC100 questions, 240 minutes, passing score 70%

Examination fee: $100 per exam section paid to PSI on the day of testing.

Retake policy: Failed sections may be retaken after paying a new $100 fee. Each application remains valid for one year.

Insurance and Financial Requirements

The DPOR requires a $50,000 contractor license surety bond to be on file before the license will issue.

General liability

DPOR does not impose a state-level general liability minimum, but most commercial owners contractually require $1,000,000/$2,000,000.

Workers' compensation

Workers' compensation insurance is mandatory in Virginia under §65.2-800 et seq. for any business with three or more employees.

Additional financial requirements

Class A requires $45,000 net worth; Class B requires $15,000 net worth; Class C has no minimum. The contractor class determines the maximum contract and project value the license may perform.

Application Process, Step by Step

  1. Log five years of fire sprinkler trade experience. Document five years under a licensed fire sprinkler contractor covering NFPA 13 installation work (two years for Class C).
  2. Earn NICET Automatic Sprinkler System Layout Level III. NICET ASSL Level III is the DPOR technical credential for the FSP Qualified Individual.
  3. Determine contractor class and complete pre-license education. Class A, B, or C determines project value limit. Class A and B require an eight-hour DPOR pre-license course before the exam.
  4. File the DPOR Board for Contractors application with FSP specialty designation. Submit with NICET card, experience verification, financial statement (Class A/B), and the $130 application fee.
  5. Pass the PSI Contractor Business and FSP Specialty exams at 70%. Score 70% or better on both the Business Exam and the FSP Specialty exam covering NFPA 13, NFPA 25, hydraulics, and the Virginia SFPC.
  6. File $50,000 performance bond (Class A only, if required). Class A contractors with limited financial strength may file a $50,000 performance bond in lieu of higher net worth.
  7. Receive the Virginia FSP contractor license. DPOR issues the license within 30 days of receiving passing exam scores and complete documentation.
  8. Submit each installation for State Fire Marshal plan review. Every commercial sprinkler installation requires sealed plans reviewed by the Virginia SFMO or delegated local AHJ under the Virginia SFPC.

Losing the Qualified Individual
