West Virginia Fire Sprinkler License Requirements (2026)

The West Virginia State Fire Marshal (SFM), within the WV State Fire Commission, issues the Fire Protection Work certificate of competency under W. Va. Code §29-3-12b and 87 CSR 5 (Fire Protection Work License Rule). The WV Contractor Licensing Board (CLB), within the Division of Labor, separately issues the WV Contractor License under W. Va. Code §21-11 for any contract of $2,500 or more. Both are mandatory. The SFM adopts NFPA 13, 13R, and 13D by reference through 87 CSR 4 (the WV State Fire Code). NICET Automatic Sprinkler System Layout Level III is required for the designated Responsible Individual.

Regulatory Oversight

Examination Requirements

PSI Services LLC (under contract to both WV SFM and CLB) runs the examination for this credential. Issuance is contingent on passing every part below:

Examination fee: $90 per exam section paid to PSI on the day of testing.

Retake policy: Failed sections may be retaken after paying a new $90 fee. No mandatory waiting period.

Insurance and Financial Requirements

The cited state source set does not require a contractor license surety bond for this credential. Contractors should still confirm project-specific bond, permit-bond, or public-works bond requirements before bidding.

General liability

WV CLB does not impose a state-level general liability minimum, but commercial owners typically require $1,000,000/$2,000,000. The SFM separately requires proof of $500,000 general liability for the Fire Protection Work certificate.

Workers' compensation

Workers' compensation coverage is mandatory under W. Va. Code §23-2 for any contractor with one or more employees.

Keeping the License Current

Renewal of the West Virginia Fire Protection Work Contractor License (State Fire Marshal + WV Contractor Licensing Board) comes due every year. As cited, the renewal fee stands at $150. Application Process, Step by Step

  1. Log four years of fire sprinkler experience. Document four years under a licensed fire sprinkler contractor covering NFPA 13 installation work.
  2. Earn NICET Automatic Sprinkler System Layout Level III. NICET ASSL Level III is the WV SFM technical credential for the Responsible Individual.
  3. Submit WV State Police background check. Fingerprint-based criminal history clearance required for the Responsible Individual at initial licensure.
  4. File the WV SFM Fire Protection Work application. Submit with NICET card, experience verification, $500,000 general liability certificate, WV SP clearance, and the $150 application fee.
  5. Pass the PSI Business & Law and Fire Protection Work Trade exams at 70%. Score 70% or better on both the Business & Law exam and the Fire Protection Work trade exam covering NFPA 13, NFPA 25, hydraulics, and the WV State Fire Code.
  6. File the WV Contractor Licensing Board application. Submit the WV CLB application with the passing Business & Law score, workers compensation proof, and the $90 application fee.
  7. Receive both the SFM Fire Protection Work certificate and WV CLB Contractor License. SFM issues within 30 days; CLB issues within 30 days. Both are required before performing fire sprinkler work over $2,500.
  8. Submit each installation for SFM plan review. Every commercial sprinkler installation requires sealed plans reviewed by the WV SFM or delegated AHJ under the WV State Fire Code.

Losing the Responsible Individual
