The Contractor Licensing Atlas: What Mapping 739 License Requirements Revealed

Contractor licensing is governed one state at a time. Each board writes its own statute, names its own exam, sets its own bond, and publishes the result on its own website — in isolation from the other fifty. That fragmentation is exactly why an applicant in Ohio has no easy way to know whether the company that wrote their exam also wrote the one across the border, or whether the bond their state demands is normal or an outlier. No single board has any reason to tell them.

We are in an unusual position to answer those questions, because we maintain a verified, structured record of every requirement behind the guides on this site: 739 individual contractor licenses, spanning 15 trades across all 50 states and DC, each one checked against the issuing board's own materials. Once those requirements live in one dataset instead of fifty websites, national patterns appear that are invisible from any single state. This is what we found when we went looking.

How we built this

Every figure below is computed directly from the same records that power our state-and-trade pages — not from a survey, an estimate, or a third-party list. For each license we read the structured fields we already track: the named exam provider, the surety bond amount, the experience requirement, and whether the trade is licensed at the state level at all. We then counted. Where a board outsources its exam to a testing vendor, we credit the vendor (so an exam "administered by PSI under contract to the board" counts as PSI). Where a credential has no written state trade exam, we count it as having no state exam rather than forcing it into a provider bucket. Nothing here is hand-picked; the tables are generated from the full set every time the site builds, so they cannot drift away from the underlying guides.

One company quietly runs the American contractor exam

The single clearest pattern in the data is concentration. Of all 739 licenses we track, 273 — about 37 percent — route their examination through one company: PSI Services. Narrow the field to only the credentials that actually require a written state exam, and PSI's share climbs to roughly 55 percent. It is the testing vendor in 43 of the 51 jurisdictions we cover. If you sit a contractor exam in the United States, the coin-flip-likely outcome is that PSI printed the questions, booked your seat, and reported your score.

Everyone else divides the remainder. State boards that test in-house are the next largest group, followed by Prometric, NICET (which dominates fire-sprinkler and low-voltage work specifically), Pearson VUE, and ICC. A long tail of smaller vendors handles the rest. The practical takeaway for a contractor planning to work in more than one state: there is a real chance the same account, the same ID requirements, and the same scheduling system carry over, even though the exams themselves are different.

This concentration is not sinister — PSI simply won a lot of state procurement contracts — but it is genuinely useful to know. It means exam-day logistics are more standardized across the country than the patchwork of board websites suggests, and it explains why study-prep vendors so often build their products around the PSI format.

For several trades, "licensed" is the exception, not the rule

The second pattern surprises people who assume every construction trade needs a state license. Many do not. When a trade has no state exam, no state bond, no fixed experience requirement, and the board's own materials say the work is unlicensed at the state level — controlled instead by local registration or federal rules like the EPA's Lead RRP program — we classify that state-and-trade combination as having no statewide license.

By that measure, pool and spa contracting now tops the table — 26 of the 51 jurisdictions we measured, about 51 percent, regulate it locally rather than through a statewide license. Painting and masonry each have no statewide license in roughly a third of the states we measured (15 of 48 and 15 of 48), with roofing close behind. Even general contracting — the trade most people assume is universally licensed — has no state-level license in about one state in five, deferring instead to city or county registration. At the other end, electrical and plumbing work were licensed in every state we measured, which fits their life-safety profile. A zero in the table below does not mean the trade is unregulated; it means our guides found a controlling state credential in every state we checked.

This is the difference between "I don't need a license" and "I don't need this license." A painter in a no-state-license state still answers to local registration, lead-safe certification on pre-1978 housing, and general business and tax law. But the absence of a state exam and bond changes the math entirely on how fast and how cheaply they can start working — which is precisely the kind of thing worth confirming on the specific state page before you act.

Most contractors never post a state bond — but a handful post $50,000

Surety bonds loom large in contractor folklore, yet across our dataset only 205 of 739 licenses — about 28 percent — require a state surety bond at all. Among those that do, the median bond is $10,000. The requirement is far from universal, and where it exists it is usually modest.

The exceptions are worth knowing. The largest state bonds we record top out at $50,000, and a few states impose them broadly. Utah, in particular, stands out for attaching five-figure bonds across multiple trades rather than to a single high-risk classification. Maryland, Nevada, and Virginia also appear at the top of the bond table.

If you are budgeting for a license, the bond is the line item most likely to either be zero or to be the single largest number on the page — there is not much middle. Two neighboring states can sit on opposite ends of that gap for the same trade, which is one more reason the state-specific page beats any rule of thumb.

Why a national view changes the decision

None of these patterns are visible from inside a single state, because no board has any reason to compare itself to the other forty-nine. The value of holding every requirement in one place is not trivia — it is leverage. Knowing that PSI runs the exam in most states tells a cross-border contractor their testing logistics will largely carry over. Knowing that a trade is unlicensed at the state level in a third of states tells someone where the fastest path to legal work runs. Knowing that a $50,000 bond is the ceiling, not the norm, tells an applicant when a quoted requirement is an outlier worth questioning.
