Washington Solar License Requirements (2026)

Washington does not issue a stand-alone solar contractor license. A business installing photovoltaic electrical equipment must hold an L&I electrical contractor license in a classification that actually covers the work, have an assigned electrical administrator or master electrician, and use properly certified electricians. The general electrical classification is 01; the former “06A” and “06B” labels are HVAC/refrigeration specialties, not solar classifications. A solar company that also contracts for roof, structural, or other non-electrical construction can need separate Washington contractor registration under RCW 18.27. L&I or an authorized city handles the electrical permit and inspection, while the local building authority separately decides structural/building permits and review.
Regulatory Body
Washington State Department of Labor & Industries Electrical Program and local inspection authorities (L&I Electrical / Local AHJ) administers the credential or scope-specific rules discussed here under RCW Chapter 19.28; WAC Chapter 296-46B; RCW Chapter 18.27. Whether that pathway applies depends on the work scope and conditions explained below. L&I licenses electrical contractors and certifies electrical personnel statewide. L&I or an authorized city issues electrical permits and conducts inspections; separate construction-contractor registration can apply to non-electrical solar scope.

Eligibility Requirements
Applicants must be at least 18 years old. Applicants must provide a Social Security Number. The electrical-contractor requirements are based on the firm, UBI, assigned administrator/master, bond, and required account information; this guide does not identify a Washington-residency condition.
Good moral character
L&I can deny or act on an electrical license for statutory and rule-based grounds, including outstanding judgments and compliance failures. Use the current application and RCW/WAC materials rather than assuming a solar-specific character rule.
Background investigation
The electrical contractor application requires identifying information for firm members. This guide does not assert an unsupported universal criminal-background-check requirement for every solar role.
Experience and Education
Rather than a set number of years, the cited materials define eligibility through An electrical contractor must designate a valid master journey-level electrician, master specialty electrician in the applicable specialty, or electrical administrator. An administrator certificate is obtained by passing the appropriate examination; L&I’s current rule says there are no qualification requirements merely to sit for that administrator examination. This is different from the separate experience path for journey-level or master electrician certification..

Education substitution
Do not represent a generic 8,000-hour master-electrician path as a prerequisite for every solar contractor. The firm may use an appropriately scoped administrator or master certificate; electrician certification and trainee supervision rules remain separate.
Exam Requirements
Testing provider or authority: L&I uses a state-authorized testing contractor for normal electrical administrator and electrician examinations. The following examination requirements cover the pathways described in this guide; follow each part's classification, waiver, and local-scope conditions. Unpublished format details do not remove an examination requirement:

Examination fee: As of July 1, 2026, the rule lists a $44.20 administrator examination application only for department-administered testing; normal testing fees are set by L&I contract. A department-administered first administrator/master examination is $106.70. The electrical contractor license is $353.90 for a 24-month initial/mail/in-person application or renewal, and $306.20 for a fully online renewal.
Retake policy: Follow the current L&I testing contractor and examination instructions. Do not use the former unsupported 30-day solar retake claim.
Insurance and Bonds
Before the license is issued, the applicant must file a $4,000 contractor license surety bond in the form prescribed by the L&I Electrical / Local AHJ.
General liability
L&I says electrical contractors are encouraged to carry general liability insurance but that it does not keep liability-insurance records for electrical contractors. The electrical-contractor statute instead requires insurance or other financial responsibility of $20,000 property damage, $50,000 injury/death to one person, and $100,000 injury/death to more than one person; an L&I-approved assigned account is an alternative.
Workers' compensation
An electrical-contractor applicant provides an industrial-insurance account number and needs a workers’ compensation account when the business hires employees. Review the business’s actual workforce and any out-of-state coverage with L&I.
Additional financial requirements
No financial statement is identified for the electrical contractor license. The application requires an original $4,000 electrical/telecommunications contractor surety bond or an allowed savings-account assignment. Non-electrical construction registration has separate bond and insurance requirements.

Renewal and Continuing Education
The Washington Solar Contractor Requirements (Electrical Contractor License, Construction Registration, and Local Permits) runs on a 2 years renewal cycle. The current renewal fee is $306. Keep the bond, assigned administrator/master, and any required account information active. L&I can suspend the electrical contractor license if minimum requirements are not maintained. The displayed renewal fee is the current fully online amount; mail/in-person renewal is $353.90.
Continuing education: The electrical contractor license itself has a two-year term. The assigned administrator or master certificate has a separate three-year renewal cycle and requires 24 L&I-approved hours, including at least eight code-update hours and four RCW/WAC-review hours.

Step-by-Step Application Roadmap
- Map electrical and non-electrical scopes. Separate PV electrical installation from roof, structural, general-construction, plumbing/thermal, utility, and local-building work. Determine whether contractor registration is also needed for the non-electrical contract.
- Choose a valid electrical-contractor classification. Use a classification that covers the work—01 General Electrical covers all phases. Do not use HVAC/refrigeration 06A or 06B as a solar classification.
- Assign an administrator or master electrician. The firm must designate a valid appropriately scoped electrical administrator, master journey-level electrician, or master specialty electrician. The designee must be a firm member or full-time supervisory employee under the current WAC.
- File the electrical contractor requirements. Obtain a UBI, submit the electrical contractor application, file the $4,000 bond or permitted savings assignment, and provide required industrial-insurance account information.
- Staff the electrical work correctly. All electrical work must be performed by properly certified electricians or trainees under the applicable supervision rules. An administrator assignment does not authorize uncredentialed field work.
- Register as a construction contractor when non-electrical scope requires it. L&I expressly notes that an electrical business doing other, non-electrical work may also need contractor registration. That registration has separate $15,000 specialty/$30,000 general bond and liability-insurance rules.
- Obtain electrical and building approvals. The installing electrical contractor purchases the electrical permit. L&I or an authorized city handles inspection; the local building authority decides structural/building permit, plan-review, and roof requirements.
- Complete inspection and utility interconnection. Request electrical inspection within three business days after completion or one business day after energization, whichever occurs first, and follow the serving utility’s current interconnection process.

06A and 06B are HVAC/refrigeration specialties. Select a classification that covers PV electrical work and verify exact scope before bidding.
Equating the administrator with field-electrical certification
The assigned administrator/master is a business requirement. Electrical work must still be performed by properly certified electricians or appropriately supervised trainees.
Forgetting the non-electrical contractor-registration layer
An electrical contractor performing roof, structural, or other non-electrical construction may also need construction contractor registration.
Treating electrical and building permits as one approval
L&I or an authorized city handles electrical permits and inspections; the local building authority controls structural/building approval.
Using the old annual fee and insurance figures

Does Washington have a solar contractor license?
No stand-alone solar credential was identified. PV electrical work requires the appropriate L&I electrical contractor license and properly certified electrical personnel; non-electrical construction scope may also require contractor registration.
Can a 06A or 06B contractor install solar?

Does every solar company need a Master Electrician?

Does L&I require $250,000/$200,000 liability insurance for an electrical contractor?
No. L&I says it does not keep general-liability records for electrical contractors. RCW 19.28.501 requires the stated insurance/financial-responsibility amounts, and an approved assigned account can be used instead.
Are solar electrical permits local or state permits?
Electrical permits and inspections are issued by L&I or an authorized city. Building and structural permits are local-AHJ matters. The electrical contractor buys the electrical permit for work it performs.
