Washington Low Voltage License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-04-20 · CLR Editorial Review Desk
The Washington State Department of Labor and Industries (L&I) Electrical Section issues several specialty electrical contractor classifications for low-voltage work under RCW 19.28 and WAC 296-46B. The 06 Telecommunications specialty covers telephone, data, video, and structured cabling. The 06A Residential Maintenance and Service specialty covers residential limited energy. The 06B Pump and Irrigation specialty covers irrigation control wiring. The 04 Commercial / 04A Residential limited energy specialty (also known as the Limited Energy System Specialty) covers commercial fire alarm, burglar alarm, intercom, sound, and energy management. Each specialty contractor license requires an Electrical Administrator on file and is paired with a separately-credentialed 06 / 04 specialty electrician (journey-level) for each technician on payroll. Burglar and fire alarm work also requires the L&I 06 specialty plus, for monitored alarm contracting, a Department of Licensing Alarm Monitoring Company registration under RCW 18.160.
Regulatory Body Profile
Washington State Department of Labor and Industries (L&I) is the statutory authority responsible for issuing and enforcing this license under Revised Code of Washington Chapter 18.27 (Contractors); Chapter 19.28 (Electricians); Chapter 18.106 (Plumbers). L&I registers contractors statewide, certifies individual electricians and plumbers, administers prevailing wage, and conducts complaint investigations.

The Eligibility Audit
The threshold requirements are straightforward: age 18 or above, plus a valid Social Security Number. No Washington residency requirement.
Good moral character
L&I reviews criminal history on the contractor application. Felony convictions involving theft, fraud, or building trades may result in denial under RCW 19.28.131.
Background investigation
L&I performs an administrative background review. Fingerprint background checks are not generally required for the 06 / 04 specialties.
Experience and Education Standards
The experience bar is 2 years of 04 / 06 Specialty Electrician (journey-level): 4,000 hours of supervised limited energy or telecommunications experience under a Washington 06 / 04 trainee certificate, plus 48 hours of approved classroom training. Specialty Electrical Administrator (06 / 04): two years of journey-level experience as a 06 / 04 specialty electrician plus passing the L&I Administrator examination., and it must be backed by verifiable records — typically payroll, tax, project, or supervisor documentation covering the claimed period.
Accepted proof of experience or eligibility
- L&I Affidavit of Experience (Form F500-085-000) signed by each supervising 06 / 04 administrator
- L&I trainee certificate hour records
- Approved classroom training completion certificate
- Out-of-state license or NICET certificate (for hour evaluation)
Education substitution
L&I credits an approved Washington telecommunications or limited energy apprenticeship in lieu of accumulated trainee hours. Two-year electrical or electronics technology degrees may earn up to 1,000 hours of credit on the affidavit.
The Exam Syllabus
The exam, administered by Prometric under contract to Washington L&I., breaks into the parts shown below — all must be passed before licensure:
- L&I 06 Telecommunications / 04 Limited Energy Specialty Electrician (journey-level) examination — open book, NEC and WAC 296-46B — 80 questions, 240 minutes, passing score 70%
- L&I Specialty Electrical Administrator examination — business, law, and supervisory rules — 50 questions, 120 minutes, passing score 70%
Examination fee: $87 examination fee per attempt paid to Prometric.
Retake policy: Failed exams may be re-taken after 30 days by paying a new $87 fee. Each application file remains active for two years.
Bonding, Insurance & Financial Security
A $4,000 surety bond, in the form prescribed by the L&I, must be posted as a condition of licensure.
General liability
L&I requires a minimum $250,000/$500,000 commercial general liability with $50,000 property damage for electrical contractors under RCW 19.28.041. Most owners contractually require $1,000,000/$2,000,000.
Workers' compensation
Workers' compensation through the Washington State Fund (L&I) is mandatory for all employers under Title 51 RCW.
Additional financial requirements
L&I does not require a financial statement. The $4,000 surety bond and the liability minimums are the financial protection.
Schedule of Fees
| Fee | Amount |
|---|---|
| Application (non-refundable) | $326 |
| Examination | $87 |
| Initial license | $326 |
| Renewal (every 3 years) | $326 |
Renewal and Continuing Obligations
The Washington 06 Telecommunications / 06A Limited Energy / 06B Pump and Irrigation Specialty Electrical Contractor runs on a 3 years renewal cycle. The current renewal fee is $326. Specialty contractor license, administrator certificate, and journey-level certificate all renew every three years on independent cycles. Letting any one lapse stops work statewide.
Continuing education: 24 hours of L&I-approved continuing education each three-year cycle for the journey-level specialty electrician, including 8 hours of code update.

For this classification, Washington does not recognize the NASCLA Accredited Examination.
| Reciprocal State | Accepted Exam | Conditions |
|---|---|---|
| Idaho | Specialty journey-level reciprocity | L&I and Idaho DBS recognize each other's 06 / 04 journey-level certificates after experience verification. |
| Oregon | Limited reciprocity | L&I and Oregon BCD have a limited reciprocity for limited energy technicians on a case-by-case basis. |
L&I has formal reciprocity with Idaho and case-by-case recognition with Oregon. NICET is recognized for fire alarm work but does not waive the 06 / 04 exam.

The Application Roadmap
- Pick the specialty. 06 = telecom and structured cabling. 04 = limited energy (alarm, fire alarm, intercom, sound). 06A = residential maintenance. 06B = pump and irrigation.
- File the L&I trainee certificate and accumulate hours. Register as a 04 / 06 trainee with L&I before doing any installation work. Accumulate 4,000 hours under a licensed administrator.
- Complete the 48-hour classroom requirement. Take L&I-approved classroom training each year of trainee status; full requirement is 48 hours over two years.
- Pass the 04 / 06 Specialty Electrician journey-level examination. Score 70% on the open-book Prometric exam. Receive the journey-level specialty electrician certificate.
- Pass the Specialty Electrical Administrator examination. Two years after journey-level certification, take the Administrator exam to qualify a contractor business.
- File the Specialty Electrical Contractor license application. Submit the L&I application with $4,000 surety bond, $250,000/$500,000 general liability certificate, workers comp account, and Administrator on file.
- Register every technician with L&I. Each on-the-job technician must hold a current 04 / 06 trainee or journey-level certificate. L&I audits payroll against certificate holders.
- Receive the contractor license and begin work. L&I issues the specialty contractor license. Renews every three years.
Where Applications Stall
The following pitfalls summarize the issues most likely to delay, return, or derail a Washington Low Voltage application based on the published board instructions and source materials cited on this page.
Working without a trainee certificate
Every installer must hold a current L&I trainee or journey-level certificate before performing any 04 / 06 installation work. L&I audits jobsites and issues citations on the spot.
Missing the administrator on the contractor license
A specialty contractor license requires a designated Specialty Electrical Administrator. Losing the administrator (death, departure, license lapse) suspends the contractor license within 90 days.
Confusing 06 with 04 scope
06 cannot do alarm or fire alarm; 04 cannot do telecommunications cabling. Most low-voltage businesses need both specialties.
Skipping the alarm monitoring registration
Monitoring alarm signals requires a Department of Licensing Alarm Monitoring Company registration under RCW 18.160 separate from the L&I contractor license.
Letting workers comp lapse
Washington requires State Fund workers comp for every employee. Lapses are reported to L&I within days and trigger an automatic contractor license suspension.

Common Questions
What is the difference between the 06 and 04 specialties?
06 Telecommunications covers structured cabling, telephone, data, and video. 04 Limited Energy covers alarm, fire alarm, intercom, sound, and energy management. Many contractors hold both.
How many hours does Washington require for the journey-level certificate?
4,000 hours of supervised work as a registered 04 / 06 trainee plus 48 hours of approved classroom training over two years.
Do I need a separate license for monitored alarm services?
Yes. Monitored alarm services additionally require a Washington Department of Licensing Alarm Monitoring Company registration under RCW 18.160 in addition to the L&I 06 / 04 contractor license.
Does Washington recognize NICET?
NICET Fire Alarm Systems certification is recognized for plan review and acceptance testing on commercial fire alarm work, but it does not substitute for the L&I 04 specialty exam.
How often does the 04 / 06 contractor license renew?
Every three years. The journey-level certificate renews every three years with 24 hours of approved continuing education.
