Nevada Roofing License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-04-29 · CLR Editorial Review Desk
The Nevada State Contractors Board (NSCB) issues the C-15a Roofing classification under NRS Chapter 624. Every roofing project in Nevada regardless of dollar value requires an active C-15a license. Applicants designate a Qualified Individual with at least four years of documented roofing experience, pass the PSI trade and Business and Law exams, post a surety bond scaled to the monetary limit requested, and submit a reviewed financial statement. Nevada is aggressive about unlicensed contracting — NRS §624.700 makes it a misdemeanor and the NSCB investigators conduct sting operations.
The Licensing Authority
Authority over this credential rests with Nevada State Contractors Board (NSCB), which issues and polices it under Nevada Revised Statutes (NRS) Chapter 624; Nevada Administrative Code (NAC) Chapter 624. NSCB licenses all contractors performing work in Nevada under NRS 624, sets monetary limits tied to financial capacity, administers trade and business-and-law examinations through PSI, investigates complaints, and conducts disciplinary proceedings statewide.

Baseline Eligibility
Eligibility begins with two baseline checks: the applicant must be 18 or older and must provide a valid Social Security Number. No Nevada residency requirement.
Good moral character
NSCB reviews fraud and construction-related felonies.
Background investigation
Fingerprint-based background check required under NRS 624.260.
Experience and Education Requirements
At least four years of journey-level, foreman, supervisor, or contractor experience in the C-15a roofing classification within the last ten years has to be evidenced and confirmed. Retain payroll, tax, project, or supervisor records, since the board may audit the experience claimed.
Accepted proof of experience or eligibility
- NSCB Certification of Experience notarized by former employers
- Project list with addresses and values
- W-2 or 1099 corroboration
Education substitution
Accredited trade degree may substitute for up to three years.
The Licensing Examination
The exam, administered by PSI Services LLC, breaks into the parts shown below — all must be passed before licensure:
- Nevada C-15a Roofing Trade Exam — BUR, foam, single-ply, metal, tile, shingle, hot-mop fire safety, high-heat/UV best practices — 80 questions, 180 minutes, passing score 75%
- Nevada Business and Law Exam — 50 questions, 120 minutes, passing score 75%
Examination fee: $75 per exam paid to PSI.
Retake policy: Failed exams retaken at $75; application valid one year.
Financial Security and Insurance
A $15,000 surety bond, in the form prescribed by the NSCB, must be posted as a condition of licensure.
General liability
NSCB does not set a GL minimum but most Nevada local permits require $1,000,000 GL. Sole proprietors may post a cash deposit in lieu of a bond.
Workers' compensation
Mandatory for every Nevada employer with one or more employees under NRS §616B.627.
Additional financial requirements
Reviewed financial statement from a CPA showing working capital sufficient for the requested monetary limit. Bond scales with monetary limit — $1,000 to $500,000 under NAC §624.260.

Common Application Pitfalls
These are the recurring mistakes that most often delay or reject a Nevada Roofing application, based on the official instructions cited here.
Las Vegas summer heat illness
Nevada enforces heat illness prevention plans on construction sites. Crews on Las Vegas roofs in July see surface temps over 160°F — heat illness citations follow unsafe schedules.
Foam roof UV degradation
SPF roofs in Nevada sun require UL 790 Class A coatings maintained at specified mil thicknesses. Thin coatings degrade in two to three years and generate warranty claims.
Hot-mop fire safety in wildfire zones
Washoe and rural counties enforce red-flag day prohibitions on open-flame roofing during fire season. Violating a red-flag order triggers fines and NSCB discipline.
Monetary limit violations
Bidding a job above the license monetary limit is disciplinable under NRS §624.3015. NSCB audits bid awards against reported limits.
Unlicensed contracting sting
NSCB investigators run sting operations on Craigslist and storm chasers. Unlicensed work is an automatic misdemeanor plus NSCB civil penalty under §624.700.
