The Nevada State Contractors Board (NSCB) regulates painting under the C-12 Painting and Decorating classification pursuant to NRS Chapter 624 and NAC §624.2020. Any painting contract of $1,000 or more (or requiring a building permit) requires a Nevada state contractor license. The C-12 classification covers interior and exterior painting, wall coverings, decorative finishes, protective coatings, and related preparation work. The NSCB sets a monetary limit on each license based on the contractor's demonstrated financial capacity. Applicants must show at least four years of journey-level experience and pass both the C-12 trade exam and the NSCB Business and Law exam. Federal EPA Lead RRP applies in addition to state licensing.

Federal requirement: EPA Lead RRP Rule

Whether or not Nevada licenses this trade, any work that disturbs paint in pre-1978 housing falls under the federal EPA Lead RRP Rule nationwide. See our complete EPA RRP Lead Certification guide for who needs firm and renovator certification, what it costs, and how renewal works.

The Licensing Authority

Authority over this credential rests with Nevada State Contractors Board (NSCB), which issues and polices it under Nevada Revised Statutes (NRS) Chapter 624; Nevada Administrative Code (NAC) Chapter 624. NSCB licenses all contractors performing work in Nevada under NRS 624, sets monetary limits tied to financial capacity, administers trade and business-and-law examinations through PSI, investigates complaints, and conducts disciplinary proceedings statewide.

Reciprocity Map

Nevada grants no NASCLA reciprocity for this classification.

The Licensing Roadmap

  1. Document four years of journey-level painting experience. Signed NSCB Experience Verification Forms from former employers.
  2. Prepare financial statement. CPA-reviewed financial statement if net worth is under $50,000; monetary limit is set from this statement.
  3. Submit NSCB C-12 application with fingerprints. $300 application fee plus fingerprint background check.
  4. Pass PSI Business and Law and C-12 trade exams at 75%. Both exams required; retakes allowed with new fees.
  5. Post required surety bond. $5,000 minimum; higher bond required for higher monetary limits.
  6. Procure general liability and workers compensation. $1M/$2M GL market standard; WC mandatory at one employee.
  7. Complete EPA Lead-Safe Firm Certification. Required for pre-1978 housing.

Common Application Pitfalls

The errors below are the ones that most frequently cost Nevada Painting applicants time, drawn from the cited board guidance.

Exceeding the monetary limit

NSCB enforces the monetary limit strictly. Bidding a project over the limit is a disciplinary offense even if the contractor can complete the work.

Unlicensed work at the $1,000 threshold

NRS §624.700 makes unlicensed contracting a gross misdemeanor; Nevada actively stings unlicensed contractors with undercover operations in Las Vegas and Reno.

Financial statement deficiencies

Insufficient working capital or misstated net worth results in a reduced monetary limit and delayed licensure.

Ignoring the federal EPA Lead RRP rule

EPA RRP applies nationwide regardless of state license status.

Desert UV coating failures

High UV exposure in Las Vegas and southern Nevada accelerates coating failure; document manufacturer UV-rated systems in writing.

Four years of journey-level painting experience within the last ten years, verified by a supervisor or former employer.

Does Nevada reciprocate with Arizona or California?

Yes — limited reciprocity with Arizona ROC, California CSLB, and Utah DOPL. Experience and trade exam waivers may apply; the Business and Law exam is still required.
