Arizona Painting License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-06-07 · CLR Editorial Review Desk
The Arizona Registrar of Contractors (ROC) issues separate residential (C-34 Painting and Wall Covering) and commercial (CR-34 Painting and Wall Covering) classifications under A.R.S. Title 32 Chapter 10. Any painting contracting work valued at $1,000 or more (or that requires a building permit) requires the appropriate ROC license. The qualifying party must demonstrate four years of practical trade experience and pass both the trade examination and the Arizona Statutes and Rules / Business Management examination through PSI. Residential C-34 holders must contribute to the Residential Contractors Recovery Fund.
Federal requirement: EPA Lead RRP Rule
The federal EPA Lead RRP Rule applies in every state — including Arizona — to renovation, repair, or painting that disturbs paint in housing built before 1978. See our complete EPA RRP Lead Certification guide for who needs firm and renovator certification, what it costs, and how renewal works.
Governing Authority
This license is issued and enforced by Arizona Registrar of Contractors (AZ ROC) pursuant to Arizona Revised Statutes Title 32 Chapter 10; Arizona Administrative Code Title 4 Chapter 9. AZ ROC licenses residential, commercial, and dual contractors statewide, administers the Residential Contractors Recovery Fund, and conducts complaint investigations and disciplinary proceedings.

Eligibility Requirements
At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Arizona residency requirement. Out-of-state entities must register with the Arizona Corporation Commission.
Good moral character
ROC reviews criminal history individually under A.R.S. §32-1122.
Background investigation
Mandatory criminal history disclosure. Felony convictions within five years are reviewed by the Registrar.
Experience & Education Matrix
Eligibility requires four years of practical trade experience in painting and wall covering at a journey or supervisory level within the last ten years, documented and independently verifiable. Payroll, tax, project, and supervisor records are the usual proof the board will accept.
Accepted proof of experience or eligibility
- ROC Experience and Statement Form signed by current or former licensed contractors or qualifying parties
- W-2 statements, 1099 records, or payroll records covering the qualifying period
- Itemized project list with addresses and dollar values
Education substitution
Up to three years of approved trade school, apprenticeship, or technical training may substitute for direct experience under R4-9-104.
Examination Structure
The licensing examination is delivered by PSI Services LLC (under contract to Arizona ROC). All of the following parts must be cleared prior to issuance:
- Arizona Statutes and Rules / Business Management Examination (open book) — 80 questions, 180 minutes, passing score 70%
- C-34 / CR-34 Painting and Wall Covering Trade Examination — 80 questions, 200 minutes, passing score 70%
Examination fee: $80 per exam section paid to PSI on the day of testing.
Retake policy: Failed sections may be retaken individually after paying a new $80 fee. Application validity is one year.
Insurance & Financial Security
A contractor license surety bond of $4,250, on the AZ ROC's prescribed form, is a precondition to issuance.
General liability
Arizona ROC does not impose a state GL minimum. Most commercial owners require $1,000,000/$2,000,000.
Workers' compensation
Workers' compensation is mandatory in Arizona for any business with employees under A.R.S. §23-901 et seq.
Additional financial requirements
C-34 residential contractor bond ranges from $4,250 (under $150,000 in annual volume) to $15,000. CR-34 commercial bond ranges from $5,000 to $100,000 by volume tier.
Application and License Fees
| Fee | Amount |
|---|---|
| Application (non-refundable) | $480 |

Step-by-Step Application Roadmap
- Document four years of painting experience. Compile ROC Experience and Statement Forms signed by qualifying parties, plus payroll and project records.
- File the ROC license application. Submit the application to the Arizona Registrar of Contractors with $480 application fee and select C-34 (residential) or CR-34 (commercial).

- Post the ROC contractor bond. C-34: $4,250 minimum; CR-34: $5,000 minimum, scaling with annual volume.
- Pay the Residential Contractors Recovery Fund assessment. C-34 holders pay an initial $200 contribution to A.R.S. §32-1132 Recovery Fund.
- Obtain EPA Lead-Safe Firm Certification. Required nationwide for any pre-1978 housing or child-occupied facility under 40 CFR Part 745.

Common Filing Mistakes
Drawn from the board instructions and sources cited on this page, the pitfalls below are the ones most likely to slow down or sink a Arizona Painting application.
Bidding without an ROC license at $1,000+
Arizona's $1,000 threshold is among the lowest in the country. Unlicensed contracting at or above $1,000 is a Class 1 misdemeanor under A.R.S. §32-1164 and voids mechanics lien rights.
Choosing the wrong classification
C-34 and CR-34 are not interchangeable. A C-34 holder cannot perform commercial painting; a CR-34 holder cannot perform residential work. Holding the wrong class voids the contract.
Underbonding for annual volume
ROC bond tiers scale with prior-year revenue. Failing to upgrade the bond after crossing a tier triggers automatic suspension.
Ignoring Recovery Fund contribution (C-34)
Residential C-34 painters must pay into the Recovery Fund at issuance and on each renewal. Missing the assessment voids the license.
Skipping EPA RRP on Arizona pre-1978 stock
Phoenix and Tucson have substantial pre-1978 housing. EPA enforces directly in Arizona with civil penalties up to $46,989 per day per violation.

Frequently Asked Questions
What is the difference between C-34 and CR-34 in Arizona?
C-34 is the residential Painting and Wall Covering classification governed by the Residential Contractors Recovery Fund; CR-34 is the commercial classification with no Recovery Fund obligation but higher bond tiers.
When do I need an Arizona ROC painting license?
Any single painting project (labor and materials) valued at $1,000 or more, or any project requiring a building permit, requires an ROC license under A.R.S. §32-1121.
How much is the Arizona contractor bond for painting?
C-34 starts at $4,250 for under $150,000 in annual volume and scales to $15,000. CR-34 starts at $5,000 and scales to $100,000.
Does Arizona accept out-of-state painting licenses?
Trade exam waiver reciprocity exists with California (C-33), Nevada (C-12), and Utah (S350). The Statutes and Rules exam is still required.
Is EPA Lead RRP required in Arizona?
Yes. EPA enforces RRP directly in Arizona; firm certification is required for any pre-1978 housing or child-occupied facility work.
