Florida Septic Contractor License Requirements (2026)
By Gabriel Giner, Editor · Source checked 2026-09-30
Florida’s registered septic tank contractor pathway uses separate examination, individual registration, and business-authorization filings. The June 2026 DEP forms distinguish Form 4074 for the exam from Form 4075 for registration; Form 4077 handles a business certificate of authorization when required. State-licensed plumbing contractors have a registration exemption described by DEP, but remain subject to septic project requirements. This guide covers the registered septic contractor route and explains the separate master credential and business permissions without treating them as one license.
Regulatory Body
Florida Department of Environmental Protection (DEP) is the statutory authority responsible for issuing and enforcing this license under Florida Statutes Chapter 489, Part III; Florida Administrative Code Chapter 62-6. Registers septic tank contractors and issues the separate business certificate of authorization. Use DEP’s current forms for examination, registration, and business filings.

Eligibility Requirements
Applicants must be at least 18 years old. Applicants must provide a Social Security Number. The current exam and registration forms request an SSN, mailing address, birth date, and contact details. Out-of-state license holders submit issuing-agency verification when claiming qualifying experience.
Good moral character
Section 489.553 requires good moral character, with consideration of profession-related convictions and completed septic-contracting disciplinary actions. It also bars eligibility when a registration revocation took effect less than five years before application.
Background investigation
DEP’s registration instructions require a certified Florida criminal-history check sent directly from FDLE to DEP. The current Form 4075 checklist separately requires completion of the moral-character section and requesting the FDLE check. No processing-price estimate is included here.
Experience and Education
Registration requires three years of qualifying experience. DEP’s current guidance expresses the total as 6,000 hours and provides work, outside-license, and approved-course verification routes. Section 489.553 permits related work or approved education to replace no more than two years; 30 approved course hours can replace six months. Use Form 4075’s verification sections and retain the supporting evidence.
Accepted proof of experience or eligibility
- Completed experience verification in current Form 4075.
- Issuing-agency letter for qualifying outside licensure, when used.
- Approved coursework evidence when claiming allowable education substitution.
Education substitution
DEP’s current registration guidance allows approved coursework evidence for up to 4,000 of the 6,000 experience hours, within the statutory two-year substitution limit.
Exam Requirements
Testing provider or authority: Florida DEP septic tank contractor examination program. The following examination requirements cover the pathways described in this guide; follow each part's classification, waiver, and local-scope conditions. Unpublished format details do not remove an examination requirement:
- Registered septic tank contractor examination — question count: confirm with the authority, timing: confirm with the authority, passing score: confirm in the current candidate bulletin
Examination fee: June 2026 Form 4074 lists $25 account creation and $75 exam/re-exam. Registration is a separate $100 filing on Form 4075.
Retake policy: Use Form 4074’s re-exam selection and listed $75 re-exam charge. Confirm scheduling, current format, passing score, and treatment of any existing account directly with DEP; the older handbook is not used here to supply a current exam format.
Insurance and Bonds
The reviewed septic credential sources do not establish a bond amount. Confirm any business, permit, or project bond separately; an unspecified amount is not a bond exemption.
General liability
The reviewed septic credential sources do not establish a general-liability minimum. Confirm requirements for the business and the particular project.
Workers' compensation
Workers’ compensation obligations are not determined by the septic credential guidance cited here. Confirm employee coverage requirements separately.
Fee Schedule
The application row represents the $25 account-creation charge on current Form 4074; the $75 examination and $100 individual registration are separate. These are the new-account registered-contractor route’s charges. Business authorization is additional when required.
| Fee | Amount |
|---|---|
| Application | $25 |
| Examination | $75 |
| Initial license | $100 |
| Renewal (every year) | $100 |
$200 in listed account-creation, exam, and individual-registration charges ($25 + $75 + $100), before FDLE processing, training, business authorization, permits, or other expenses. Form 4077 lists $250 for business authorization; confirm any applicable cycle proration with DEP. Do not treat the $100 registration fee as the whole application process.

Renewal and Continuing Education
Individual registrations expire September 30 annually and renew for $100. The business certificate of authorization follows a different cycle: March 31 of odd-numbered years, with a listed $250 renewal. Timely filing, education, and active business status matter; an inactive registration does not authorize continued septic contracting.
Continuing education: Registered contractors need 12 approved hours per annual cycle. Masters need 18 hours, including at least 6 master-level hours. DEP allows up to 6 excess hours to carry into the next renewal.

Out-of-state credentials must be considered under the septic program’s own rules. The pathways documented below do not establish NASCLA examination credit.
| Reciprocal State | Accepted Exam | Conditions |

| No formal bilateral reciprocity agreements identified. | ||
Section 489.553 and Form 4075 allow qualifying out-of-state licensure to support experience credit when the issuing agency verifies equivalent examination and continuing-education requirements. This is experience recognition, not automatic Florida registration or an established examination waiver.

Step-by-Step Application Roadmap
- Select the proper route. Determine whether you seek registered contractor status, already qualify under the state-plumber exemption, or meet the separate master requirements.
- Use the current examination application. Submit June 2026 Form 4074 with the requested identity information, photo, and applicable account/exam charges.
- Document registration eligibility. Prepare the three-year experience record or permitted substitutions and the moral-character/FDLE documentation.
- File for registration after passing. Use June 2026 Form 4075, its current checklist, and the $100 registration fee; this form is explicitly not an exam application.
- Obtain business authorization when required. Use Form 4077 for the applicable business. DEP describes a legal-name sole proprietor exemption; fictitious-name and entity businesses need their own review.
- Check project and service permissions. The individual credential does not remove septic permits and inspections. Pumping also needs the appropriate active service permit.
- Track both renewal dates. Maintain the annual individual registration and CE separately from the business authorization cycle.

Common Filing Mistakes
The errors below are the ones that most frequently cost Florida Septic Contractor applicants time, drawn from the cited board guidance.
Following the old examination checklist
June 2026 forms separate examination and registration and replace previous editions. The 2025 handbook is not the controlling application checklist used here.
Budgeting only $100
Current forms separately list account creation, examination, and registration charges; authorization and other costs may follow.
Using an individual’s registration as the business certificate
Check whether the business needs Form 4077 and the required qualifying contractor.
Confusing registration renewal with business renewal
September 30 annual individual renewal and March 31 odd-year business renewal are different deadlines.

Frequently Asked Questions
Which form is for the septic contractor exam?
The June 2026 Form 4074 is the examination application. Form 4075 explicitly covers registration only. Use the current forms directory instead of an older combined-process checklist.
Does a state-licensed plumber need this registration?
DEP identifies an exemption for the state plumbing contractor described in section 489.105(3)(m). Other applicable septic permits, inspections, and operating requirements remain.
Does every sole proprietor need business authorization?
DEP describes an exemption for a sole proprietor working under the proprietor’s legal name. A fictitious name or a corporation, LLC, partnership, or association follows the business-authorization requirements.
Is pumping included without another permit?
No. DEP’s FAQ says registered septic contractors and qualifying state plumbers need an appropriate active service permit for pumping.
Is master registration the entry credential?
No. Section 489.553 sets separate master eligibility, including the immediately preceding three qualifying years as a registered contractor or qualifying plumbing contractor, approved coursework, and a master examination.
