District of Columbia Landscaping License Requirements (2026)

The District of Columbia does not issue a separate landscape contractor trade license. Every landscaper operating in DC must obtain a Basic Business License (BBL) from the Department of Licensing and Consumer Protection (DLCP) under the General Services & Repair endorsement. Any commercial application of pesticides or herbicides requires a Commercial Pesticide Applicator certification from the Department of Energy and Environment (DOEE) Pesticide Program under the DC Pesticide Education and Control Amendment Act of 2012 and 20 DCMR Chapter 5. DC also enforces strict stormwater management and tree-removal rules through DOEE and the Urban Forestry Division.
