The Utah Division of Professional Licensing (DOPL), within the Department of Commerce, issues the S350 Fire Suppression Systems Contractor classification under Utah Code §58-55 and Utah Admin. Code R156-55a. The Utah State Fire Marshal Division, within the Department of Public Safety, separately enforces installation standards under Utah Code §53-7 and adopts NFPA 13, 13R, and 13D by reference through the Utah Fire Code (current IFC edition). The S350 classification authorizes installation, alteration, and repair of water-based fire suppression systems. The qualifier must hold NICET Automatic Sprinkler System Layout Level III.

The Licensing Authority

Licensing for this trade is governed by Utah Division of Professional Licensing — Contractors Board (DOPL), the agency that issues and regulates the credential under Utah Code Title 58 Chapter 55 (Utah Construction Trades Licensing Act); Utah Admin. Code R156-55a. The Utah Division of Professional Licensing (DOPL) Contractors Board licenses general contractors, electricians, plumbers, and mechanical contractors statewide, adopts the International Building Code by reference, and conducts disciplinary proceedings under Title 58 Chapter 55.

Baseline Eligibility

Eligibility begins with two baseline checks: the applicant must be 18 or older and must provide a valid Social Security Number. No Utah residency requirement; out-of-state applicants must designate a registered agent.

Good moral character

DOPL reviews each applicant for fitness. Prior disciplinary action against any fire protection license in any jurisdiction must be disclosed.

Background investigation

BCI criminal history background check required for the qualifier at initial licensure.

Experience and Education Requirements

At least four years of full-time paid fire suppression experience under a licensed S350 contractor, including at least two years as a foreman, supervisor, or journey-level installer has to be evidenced and confirmed. Retain payroll, tax, project, or supervisor records, since the board may audit the experience claimed.

Accepted proof of experience or eligibility

  • DOPL Qualifier Verification Form signed by each prior licensed fire suppression contractor employer
  • W-2 statements, pay stubs, or 1099 records covering the qualifying period
  • NICET Automatic Sprinkler System Layout certification card (Level III minimum for the qualifier)

Education substitution

NICET ASSL Level III is accepted by DOPL as evidence of technical competence for the qualifier under Utah Admin. Code R156-55a-302a.

The Licensing Examination

Testing is handled by Pearson VUE (under contract to DOPL). The applicant has to pass each part listed here before the credential is granted:

  • Utah Business and Law Exam50 questions, 120 minutes, passing score 70%
  • Utah S350 Fire Suppression Trade Exam — NFPA 13, NFPA 25, hydraulics, Utah Fire Code80 questions, 240 minutes, passing score 70%

Examination fee: $85 per exam section paid to Pearson VUE on the day of testing.

Retake policy: Failed sections may be retaken after paying a new $85 fee. No mandatory waiting period.

Financial Security and Insurance

No license surety bond is mandated statewide here under the cited sources, though project-specific or public-works bonding obligations can still attach to a given job.

General liability

Utah Admin. Code R156-55a-306 requires commercial general liability of at least $100,000 per occurrence, $300,000 aggregate, and $50,000 property damage. Commercial owners typically demand $1,000,000/$2,000,000.

Workers' compensation

Workers' compensation coverage is mandatory under Utah Code §34A-2 for any contractor with employees.

Additional financial requirements

No net-worth requirement. DOPL does not require a surety bond for S350, but many GCs contractually require one.

Fee Schedule

Fee Amount
Application (non-refundable)$215
Examination$170
Initial license$215
Renewal (every 2 years)$162

Reciprocity Map

Utah grants no NASCLA reciprocity for this classification.

Reciprocal State Accepted Exam Conditions
No formal bilateral reciprocity agreements identified.

Utah does not maintain bilateral fire sprinkler reciprocity. NICET ASSL certification is the universal technical credential. Out-of-state qualifiers must pass both Utah exams.

The Licensing Roadmap

  1. Log four years of fire suppression experience. Document four years under a licensed S350 contractor with at least two years as a foreman, supervisor, or journey-level installer.
  2. Earn NICET Automatic Sprinkler System Layout Level III. NICET ASSL Level III is the DOPL technical credential for the S350 qualifier.
  3. Submit BCI background check. Utah Bureau of Criminal Identification fingerprint clearance required for the qualifier at initial licensure.
  4. File the DOPL S350 contractor application. Submit with NICET card, experience verification, BCI clearance, certificates of insurance, and the $215 application fee.
  5. Pass the Pearson VUE Business & Law and S350 Trade exams at 70%. Score 70% or better on both the Business & Law exam and the S350 trade exam covering NFPA 13, NFPA 25, hydraulics, and the Utah Fire Code.
  6. File certificates of insurance. Submit general liability ($100,000/$300,000 minimum) and workers compensation certificates to DOPL.
  7. Receive the Utah S350 Fire Suppression contractor license. DOPL issues the license within 30 days of receiving passing exam scores and complete documentation.
  8. Submit each installation for State Fire Marshal plan review. Every commercial sprinkler installation requires sealed plans reviewed by the Utah State Fire Marshal or delegated AHJ under the Utah Fire Code.

Common Application Pitfalls

These are the recurring mistakes that most often delay or reject a Utah Fire Sprinkler application, based on the official instructions cited here.

Applying without NICET Level III

DOPL rejects S350 qualifiers without NICET Automatic Sprinkler System Layout Level III.

Missing two years of supervisory experience

Utah requires at least two of the four qualifying years as a foreman, supervisor, or journey-level installer. Pure apprentice time does not count.

Skipping the Business & Law exam

DOPL requires both exams. Many applicants focus on the trade exam and have to retake Business & Law.

Losing the qualifier

If the qualifier leaves employment, the contractor has 30 days to designate a replacement or DOPL suspends the license.

Missing the November 30 renewal

Utah S350 licenses expire November 30 of odd-numbered years. A lapsed license past 30 days requires reapplication from scratch.
