Utah Plumber License Requirements (2026)

The Utah Division of Professional Licensing (DOPL) Plumbers Board licenses plumbers statewide under Utah Code Title 58 Chapter 55 and Utah Admin. Code R156-55a. Utah issues four individual plumber credentials — Apprentice Plumber, Residential Journeyman Plumber, Journeyman Plumber, and Master Plumber — and licenses plumbing contracting businesses through the DOPL Contractors Board with a Master Plumber serving as the qualifying individual. Utah Division of Professional Licensing — Contractors Board (DOPL) is the statutory authority responsible for issuing and enforcing this license under Utah Code Title 58 Chapter 55 (Utah Construction Trades Licensing Act); Utah Admin. Code R156-55a. The Utah Division of Professional Licensing (DOPL) Contractors Board licenses general contractors, electricians, plumbers, and mechanical contractors statewide, adopts the International Building Code by reference, and conducts disciplinary proceedings under Title 58 Chapter 55.

The Eligibility Audit

Eligibility begins with two baseline checks: the applicant must be 18 or older and must provide a valid Social Security Number. No Utah residency requirement; out-of-state applicants accepted.

Good moral character

DOPL conducts a fitness review on every applicant. Felony convictions and prior license actions are reviewed individually by the Plumbers Board.

Background investigation

Mandatory criminal history disclosure on the application; DOPL may require fingerprint-based BCI/FBI background checks for applicants with disclosed convictions.

Disqualifying conditions

  • Construction- or plumbing-fraud convictions within the prior five years
  • Prior plumber license revocation in any state

Experience and Education Standards

At least four years (8,000 hours) of supervised plumbing work plus 576 classroom hours to qualify as a Journeyman Plumber, then two additional years as a licensed Journeyman to qualify for the Master Plumber examination; Residential Journeyman path requires only 6,000 supervised hours has to be evidenced and confirmed. Retain payroll, tax, project, or supervisor records, since the board may audit the experience claimed.

Accepted proof of experience or eligibility

  • DOPL Verification of Apprenticeship Hours form signed by each licensed Master Plumber supervisor
  • Approved plumbing apprenticeship program completion certificate (UA Local 140, ABC, or equivalent)
  • Classroom hours transcript from the approved plumbing training program
  • W-2 statements or pay stubs covering the qualifying period

Education substitution

Accredited plumbing technology associate degrees substitute for portions of the classroom hours requirement on a sliding scale set by DOPL rule. On-the-job hours are not substitutable.

The Exam Syllabus

Testing is handled by Prometric (under contract to DOPL). The applicant has to pass each part listed here before the credential is granted:

  • Utah Journeyman Plumber Examination — International Plumbing Code, Utah amendments, theory80 questions, 240 minutes, passing score 70%
  • Utah Master Plumber Examination — IPC, Utah amendments, business and law, advanced theory100 questions, 300 minutes, passing score 70%

Examination fee: $77 per Prometric exam part paid on the day of testing.

Retake policy: Failed exams may be re-taken after a 30-day waiting period by paying a new $77 fee. Each application remains open for one year.

Bonding, Insurance & Financial Security

Before the license is issued, the applicant must file a $50,000 contractor license surety bond in the form prescribed by the DOPL.

General liability

General liability is mandatory at the contractor business level. Most commercial owners contractually require $1,000,000/$2,000,000.

Workers' compensation

Workers compensation is mandatory in Utah under Utah Code §34A-2-103 for any contractor with one or more employees.

Additional financial requirements

Plumbing contractor business licenses require the same $50,000 contractor surety bond as general contractors. Individual Journeyman and Master Plumber credentials do not carry a bonding requirement.

Renewal and Continuing Obligations

The Utah Master Plumber (and Journeyman Plumber) runs on a 2 years renewal cycle. The current renewal fee is $64. Utah Master and Journeyman Plumber credentials renew every two years on November 30 of even-numbered years.

Continuing education: 12 hours of DOPL-approved continuing education each two-year renewal cycle, including a code-update component covering the Utah-adopted IPC.

Out-of-State Reciprocity

For this classification, Utah does not recognize the NASCLA Accredited Examination.

The Application Roadmap

  1. Register as an Apprentice Plumber. File the Apprentice Plumber registration with DOPL and enroll in an approved plumbing apprenticeship program.
  2. Choose Residential or full Journeyman path. Residential Journeyman: 6,000 supervised hours covering residential work only. Full Journeyman: 8,000 supervised hours plus 576 classroom hours covering residential and commercial work.
  3. Complete the supervised hours and classroom hours. On-the-job training under a licensed Master Plumber plus the required classroom hours through an approved program.
  4. Pass the Prometric Journeyman Plumber examination at 70%. Score 70% or better on the 80-question exam covering the IPC, Utah plumbing amendments, and theory.
  5. Work as a licensed Journeyman for two additional years. Document two years of journey-level plumbing work after receiving the full Journeyman credential.
  6. Pass the Prometric Master Plumber examination at 70%. Score 70% or better on the 100-question exam covering the IPC, Utah amendments, business and law, and advanced theory.
  7. Receive the Master Plumber credential and obtain the P200 Plumbing Contractor business license (if self-employed). DOPL issues the credential after the exam is passed. To operate a business, file a separate Contractors Board application with the $50,000 bond.

Logging unsupervised hours

Only hours worked under direct supervision of a licensed Master Plumber count. Solo or unsupervised work is rejected by DOPL.

Choosing the Residential path then needing commercial scope

A Residential Journeyman is limited to residential work. Upgrading to full Journeyman requires the additional 2,000 supervised hours, the 576 classroom hours, and a new exam.

Studying the wrong IPC edition

Utah adopts the IPC on a delayed cycle and adds state-specific amendments. Confirm the current Utah-adopted edition before purchasing study materials.

Confusing tradesman with contractor

The Master Plumber credential authorizes you as an individual; you still need a separate P200 Plumbing Contractor business license with the $50,000 bond to operate as a business.

Letting CE lapse

12 hours of DOPL-approved CE every two years is mandatory. Missing CE blocks renewal and may force re-examination after lapse.
