The Idaho State Fire Marshal's Office, a division of the Idaho Department of Insurance, licenses fire protection sprinkler contractors statewide under Idaho Code §41-253 et seq. and IDAPA 18.08.02. Idaho offers two qualifying routes: (1) NICET Level III in Water-Based Systems Layout (Idaho-issued only — out-of-state NICET certifications must be re-verified), or (2) pass the State Fire Marshal's in-house examination and document supervision or installation of at least four fire sprinkler systems of more than 200 heads each (with full job, address, scope, and AHJ approval documentation). The application fee is $400 and IDAPA 18.08.02 requires a $2,000 surety bond before licensing.

Regulatory Oversight

This license is issued and enforced by Idaho Division of Occupational and Professional Licenses (DOPL) pursuant to Idaho Code Title 54 (Chapters 10 Electrical, 26 Plumbing, 45 Public Works Contractors, 50 HVAC, 52 Idaho Contractor Registration). DOPL houses the Idaho Contractors Board, Electrical Board, Plumbing Board, and HVAC Board. It issues public works contractor licenses, contractor registrations, and individual trade licenses statewide, administers examinations, and handles discipline.

Who May Apply

At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Idaho residency requirement. Out-of-state companies must register with the Idaho Secretary of State.

Good moral character

The State Fire Marshal reviews each applicant for fitness, including disclosure of prior fire protection license discipline.

Background investigation

Mandatory disclosure of criminal history.

Required Experience and Education

No fixed number of years of experience is set out in the cited sources for this credential; instead, the controlling requirement is Idaho does not impose a years requirement directly, but the alternate route to NICET requires documentation of supervision or installation of at least four fire sprinkler systems of more than 200 heads each, with job name, address, scope of work, and the AHJ that approved the system.

Accepted proof of experience or eligibility

  • NICET Level III Water-Based Systems Layout certification (note: Idaho does NOT accept NICET certifications issued from other states without re-verification)
  • OR documentation of four fire sprinkler systems with 200+ heads (job, address, scope, AHJ)
  • Resume describing past fire sprinkler projects

Education substitution

No formal education substitution beyond the NICET / four-system route.

Examination Requirements

The licensing examination is delivered by Idaho State Fire Marshal's Office (in-house written exam — only for applicants taking the four-system route instead of presenting NICET Level III). All of the following parts must be cleared prior to issuance:

  • Idaho State Fire Marshal Sprinkler Contractor Examination — NFPA 13/13R/13D, NFPA 25, hydraulics, Idaho rules100 questions, 240 minutes, passing score 70%

Examination fee: SFM exam fee included with the $400 application fee.

Retake policy: Failed exams may be re-taken at the next scheduled SFM exam date with a new fee.

Insurance and Financial Requirements

The DOPL requires a $2,000 contractor license surety bond to be on file before the license will issue.

General liability

Idaho requires a Certificate of Liability Insurance with the certificate holder listing the Idaho State Fire Marshal's Office. $1,000,000 per occurrence is the practical floor expected by AHJs.

Workers' compensation

Workers' compensation insurance is mandatory in Idaho under Idaho Code §72-301 for any employer with one or more employees.

Additional financial requirements

No financial statement requirement beyond the $2,000 surety bond.

Licensing Fees

Fee Amount
Application (non-refundable)$400
Initial license$400
Renewal (every year)$400

Keeping the License Current

Renewal of the Idaho Fire Protection Sprinkler Contractor License (State Fire Marshal / Department of Insurance) comes due every year. As cited, the renewal fee stands at $400. SFM contractor licenses renew annually with the $400 fee. The surety bond and insurance must stay continuously in force.

Continuing education: Idaho does not impose a state CE hour count, but the underlying NICET certification (if used as the qualifying route) must remain current.

Reciprocity and License Transfer

The NASCLA Accredited Examination is not accepted by Idaho for this classification.

Reciprocal State Accepted Exam Conditions
No formal bilateral reciprocity agreements identified.

Idaho explicitly does NOT accept NICET certifications issued from other states for the contractor license without re-verification. This is unusual — most NICET-accepting states honor the certification at face value. Plan accordingly.

Application Process, Step by Step

  1. Choose qualifying route — NICET Level III or four-system documentation. NICET route: hold Level III in Water-Based Systems Layout (Idaho re-verifies out-of-state). Four-system route: document supervision/installation of at least four sprinkler systems of more than 200 heads each.
  2. Register the company with the Idaho Secretary of State. Out-of-state entities must register and appoint a registered agent.
  3. Bind general liability and the $2,000 surety bond. IDAPA 18.08.02 requires a $2,000 surety bond and a GL certificate naming the Idaho State Fire Marshal's Office as certificate holder.
  4. Submit the SFM contractor application with $400 fee. File the application with NICET certificate (or four-system documentation), bond, and insurance certificates.
  5. Pass the SFM exam (four-system route only). Score 70% or better on the in-house SFM exam. Applicants on the NICET route skip this step.
  6. Receive the SFM contractor license. Complete applications typically take 3 weeks to process.
  7. Coordinate plan review with the AHJ. Each project requires sealed plans, hydraulic calculations, AHJ plan review, and final acceptance testing per NFPA 13 chapter 25.

Frequent Application Errors

Working from the cited board instructions, here are the snags most likely to trip up a Idaho Fire Sprinkler filing.

Assuming out-of-state NICET is accepted

Idaho explicitly does not accept NICET certifications issued from other states for the contractor license without re-verification. Out-of-state applicants must either re-test in Idaho or take the four-system route.

Incomplete four-system documentation

Each of the four 200+ head systems must include job name, address, scope of work, and the AHJ that approved the system. Missing any field causes application kickback.

Forgetting the $2,000 surety bond

IDAPA 18.08.02 mandates the bond before licensing. The bond is small but essential — applications without it are rejected.

GL certificate not naming Idaho SFM

The certificate holder must specifically list the Idaho State Fire Marshal's Office. A generic certificate is rejected.

Missing annual renewal

Idaho SFM licenses renew annually. Late renewal incurs a reinstatement fee and may force re-application.
