Oklahoma HVAC License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-05-09 · CLR Editorial Review Desk
The Oklahoma Construction Industries Board (CIB) licenses HVAC and mechanical trades statewide under Oklahoma Statutes Title 59 §1680.2 (the Mechanical Licensing Act). Oklahoma issues classified credentials by sub-trade — Mechanical Journeyman and Mechanical Contractor in HVAC/Refrigeration, Sheet Metal, Process Piping, and Hydronics. The HVAC/Mechanical Journeyman path requires three years of qualifying experience plus a PSI exam at 75%. The Mechanical Contractor business license requires an active Journeyman as the qualifying party, a $5,000 surety bond, and insurance. Oklahoma City and Tulsa accept the CIB credential — there is no separate municipal HVAC exam.
Regulatory Oversight
This license is issued and enforced by Oklahoma Construction Industries Board (CIB) pursuant to Oklahoma Statutes Title 59 §1000 et seq. (plumbing) and §1680 et seq. (electrical and mechanical/HVAC). The Oklahoma Construction Industries Board licenses individual journeymen and contractors for the electrical, plumbing, and mechanical (HVAC/refrigeration) trades statewide, administers PSI examinations, and conducts disciplinary proceedings. Oklahoma has no statewide general contractor license — general contracting is regulated by individual cities.

Who May Apply
An applicant qualifies only after meeting the age floor of 18 and producing a valid Social Security Number. No Oklahoma residency requirement.
Good moral character
CIB conducts a fitness review on every applicant. Felony convictions are reviewed individually under Title 59 rules.
Background investigation
Mandatory criminal history disclosure on the application; CIB may request additional documentation.
Required Experience and Education
The applicant must document and verify at least three years of qualifying mechanical/HVAC experience as a registered Apprentice or under the supervision of a Mechanical Journeyman or Contractor in the applied-for classification (HVAC/Refrigeration, Sheet Metal, Process Piping, or Hydronics). Keep payroll, tax, project, or supervisor records to support the claim, as the board can request proof for any period within its lookback window.
Accepted proof of experience or eligibility
- CIB Mechanical Experience Affidavit signed by each supervising Journeyman or Mechanical Contractor
- W-2 statements, pay stubs, or 1099 records covering the qualifying period
- Approved HVAC apprenticeship completion certificate (where applicable)
- EPA Section 608 Universal Technician Certification
Education substitution
Accredited HVAC trade school or community college coursework may substitute for up to one year of the experience requirement on a sliding scale set by CIB rule. Approved DOL apprenticeship completion satisfies the experience requirement in full.
Examination Requirements
The licensing examination is delivered by PSI Services LLC under contract to the Oklahoma CIB. All of the following parts must be cleared prior to issuance:
- Oklahoma Mechanical Journeyman Examination — International Mechanical Code, International Fuel Gas Code, Oklahoma mechanical rules — 80 questions, 240 minutes, passing score 75%
- Oklahoma Mechanical Contractor Examination — business and law (contractor applicants only) — 50 questions, 120 minutes, passing score 75%
Examination fee: $87 per PSI exam part paid on the day of testing.
Retake policy: Failed parts may be re-taken individually by paying a new $87 fee. CIB allows unlimited retakes within the one-year application validity.
Insurance and Financial Requirements
The CIB requires a $5,000 contractor license surety bond to be on file before the license will issue.
General liability
Mechanical Contractors must carry general liability insurance with minimum coverage of $50,000 property damage and $100,000 bodily injury per occurrence under Title 59 §1680.10. Most commercial owners contractually require $1,000,000/$2,000,000.
Workers' compensation
Workers compensation insurance is mandatory in Oklahoma for any business with employees under the Oklahoma Workers' Compensation Act.
Additional financial requirements
Mechanical Contractors must post a $5,000 surety bond with the CIB. No separate financial statement is required for the journeyman credential.
Licensing Fees
| Fee | Amount |
|---|---|
| Application (non-refundable) | $100 |
| Examination | $87 |

The NASCLA Accredited Examination is not accepted by Oklahoma for this classification.
| Reciprocal State | Accepted Exam | Conditions |
|---|---|---|
| Texas | Trade exam waived | Bilateral CIB–TDLR Air Conditioning and Refrigeration reciprocity for active license holders in good standing. |
| Arkansas | Trade exam waived | Bilateral CIB–Arkansas HVACR Licensing Board reciprocity for active mechanical contractors. |
| Kansas | Trade exam waived | Bilateral CIB–Kansas reciprocity through participating local jurisdictions. |
| New Mexico | Trade exam waived | Bilateral CIB–New Mexico Construction Industries Division reciprocity for active mechanical contractors. |
Reciprocal applicants must still pass the Oklahoma business and law portion if applying for a Mechanical Contractor license. Reciprocity does not waive the bond, insurance, EPA 608, or business registration requirements.

Application Process, Step by Step
- Earn EPA Section 608 Universal certification. Required for any technician handling refrigerant. Take the certification through an EPA-approved provider before logging refrigerant work.
- Accumulate 3 years of qualifying mechanical experience. Work under a Mechanical Journeyman or Contractor in the applied-for classification and document hours on the CIB experience affidavit.
- Submit the CIB Mechanical Journeyman application. File the Mechanical Journeyman application with the experience affidavit, EPA 608 card, fee, and identity documents.
- Pass the PSI Journeyman exam at 75%. Score 75% or better on the 80-question PSI exam covering the International Mechanical Code, International Fuel Gas Code, and Oklahoma rules.
- Receive the Mechanical Journeyman credential. CIB issues the journeyman credential after the exam is passed. The credential renews every three years.
- Apply for the Mechanical Contractor license (optional). Submit the Mechanical Contractor application designating an active Journeyman as the qualifying party. Pass the business and law exam at 75%.
- Post the bond and file insurance. Post a $5,000 surety bond with the CIB and file proof of general liability and workers compensation insurance to activate the contractor license.

Frequent Application Errors
Based on the board's own instructions and the sources cited here, the problems below are what most often stall a Oklahoma HVAC application.
Skipping EPA 608 certification
EPA Section 608 is federally required for anyone handling refrigerant. CIB rejects journeyman applications missing the EPA 608 card.
Choosing the wrong classification
Oklahoma issues separate mechanical classifications (HVAC/Refrigeration, Sheet Metal, Process Piping, Hydronics). Working outside the licensed classification is a violation.
Underestimating the 75% passing score
Oklahoma requires 75% to pass — five points higher than many neighboring states. The combined IMC/IFGC scope makes the exam denser than HVAC-only exams in other states.
Confusing Journeyman with Mechanical Contractor
The Journeyman credential authorizes you as an individual; you still need a separate Mechanical Contractor license, bond, and insurance to operate as a business.
Missing CE for renewal
Sixteen hours of CIB-approved CE every three years is mandatory, including current IMC and IFGC update training. Missing CE blocks renewal and triggers monthly late fees.
