Oklahoma Carpentry License Requirements (2026)

Oklahoma licenses electrical, plumbing, mechanical and roofing contractors through the Construction Industries Board (CIB), but does not license general or carpentry contractors. Carpentry is regulated by municipal registration. Oklahoma City, Tulsa, Norman, Edmond, Lawton and other Oklahoma cities each operate their own contractor registration through the building department. Tulsa requires General Contractor classification A through D. Oklahoma City requires general contractor registration and a $5,000 surety bond. Most cities require ICC contractor exam results before issuing the registration.

Regulatory Oversight

Under Oklahoma Statutes Title 59 §1000 et seq. (plumbing) and §1680 et seq. (electrical and mechanical/HVAC), Oklahoma Construction Industries Board (CIB) is the body that issues this license and enforces compliance with it. The Oklahoma Construction Industries Board licenses individual journeymen and contractors for the electrical, plumbing, and mechanical (HVAC/refrigeration) trades statewide, administers PSI examinations, and conducts disciplinary proceedings. Oklahoma has no statewide general contractor license — general contracting is regulated by individual cities.

Who May Apply

An applicant qualifies only after meeting the age floor of 18 and producing a valid Social Security Number. No Oklahoma residency requirement.

Criminal history is reviewed case-by-case by the licensing authority.

Required Experience and Education

Eligibility requires 2 years of Two to four years of construction experience depending on the city and class., documented and independently verifiable. Payroll, tax, project, and supervisor records are the usual proof the board will accept.

  • Notarized experience affidavits from licensed supervising contractors
  • W-2s, 1099s, or payroll records covering the qualifying period
  • Apprenticeship completion certificate where applicable

Education substitution

Approved carpentry apprenticeship or accredited trade school coursework may substitute for part of the experience requirement.

Examination Requirements

Examinations are administered by ICC Contractor / Trades Examination via Pearson VUE for most Oklahoma jurisdictions. The applicant must pass the following examination parts before the license can issue:

  • ICC General Contractor or Residential Building Contractor exam80 questions, 240 minutes, passing score 75%
  • Local Business and Law module40 questions, 90 minutes, passing score 70%

Examination fee: $110 ICC fee plus the municipal application fee.

Retake policy: Failed parts may be retaken after paying a new exam fee. Applications remain valid for one year.

Insurance and Financial Requirements

A contractor license surety bond of $5,000, on the CIB's prescribed form, is a precondition to issuance.

General liability

Oklahoma City and Tulsa require $300,000 to $1,000,000 commercial general liability.

Workers' compensation

Workers compensation is mandatory under 85A O.S. §2 for any contractor with one or more employees.
