Plumbing is the only major construction trade in Texas regulated by a single-purpose state board rather than the Texas Department of Licensing and Regulation. The Texas State Board of Plumbing Examiners (TSBPE) issues four credential tiers — Plumber's Apprentice, Tradesman Plumber-Limited, Journeyman Plumber, and Master Plumber — under the Texas Plumbing License Law (Tex. Occ. Code Chapter 1301). The Master Plumber license is the highest credential and is required to qualify a plumbing business in Texas. As of September 1, 2025, the experience requirement to advance from Journeyman Plumber to Master Plumber was reduced from four years to two years by act of the Texas Legislature.

Regulatory Oversight

Under Texas Occupations Code Chapter 1301 (Plumbing License Law); 22 Tex. Admin. Good moral character

Master Plumber Examination — 100 questions, 240 minutes, passing score 70%

Examination fee: $25 examination processing fee paid to TSBPE plus $128.50 examination fee paid to Pearson VUE on the day of the exam.

Retake policy: Failed examinations may be re-taken by paying a new $128.50 examination fee. The TSBPE application authorization remains valid for one year.

Insurance and Financial Requirements

This credential carries no state-level surety bond requirement under the cited sources. Individual jobs may still trigger a permit or public-works bond, which should be verified before bidding.

General liability

TSBPE does not impose a state-level general liability requirement on individual Master Plumbers. Most Texas municipalities require permit pullers to carry commercial general liability of $300,000 to $1,000,000.

Workers' compensation

Workers' compensation is not mandated by TSBPE. Texas does not require workers' compensation for non-construction private employers, but most plumbing contractors carry it for liability protection on commercial sites.

Application Process, Step by Step

Hold an active Texas Journeyman Plumber license for at least two years. The Journeyman Plumber prerequisite itself requires 8,000 hours of supervised plumbing work and passing the TSBPE Journeyman examination.
Complete the Master Plumber Examination Application. Download the application from tsbpe.texas.gov, complete the experience affidavit, and have it notarized.
Pay the $25 examination processing fee to TSBPE. Submit the application and processing fee by mail or online. TSBPE staff verify the Journeyman license history and issue an examination authorization within 4–6 weeks.
Schedule the Pearson VUE examination. After receiving the examination authorization, schedule the Master Plumber exam at any Texas Pearson VUE test center.

Missing the September 2025 transition window

Applications received before September 1, 2025 still had to satisfy the four-year Journeyman experience rule. Applications received under the old rule that did not meet four years were withdrawn and denied — applicants in that situation must reapply under the new two-year rule.

Substituting Tradesman Plumber-Limited time for Journeyman time

Only time spent as a fully licensed Journeyman Plumber counts toward the two-year prerequisite. Time spent at the Tradesman Plumber-Limited level does not count, even though the work performed may be substantively similar.

Forgetting the Pearson VUE day-of fee

The $128.50 examination fee is paid to Pearson VUE separately from the $25 TSBPE processing fee. Candidates who arrive at the test center without the additional payment are turned away and must reschedule.

Bringing unapproved reference materials

The Master Plumber exam is open-book only on the approved code references. Bringing study guides, commentary, or third-party exam-prep materials results in immediate disqualification.

Letting the renewal lapse

A lapsed Master Plumber license cannot legally qualify a Texas plumbing business. The lapse penalty escalates with time, and a license lapsed for more than three years requires re-examination.
