Texas Plumber License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-05-11 · CLR Editorial Review Desk
Plumbing is the only major construction trade in Texas regulated by a single-purpose state board rather than the Texas Department of Licensing and Regulation. The Texas State Board of Plumbing Examiners (TSBPE) issues four credential tiers — Plumber's Apprentice, Tradesman Plumber-Limited, Journeyman Plumber, and Master Plumber — under the Texas Plumbing License Law (Tex. Occ. Code Chapter 1301). The Master Plumber license is the highest credential and is required to qualify a plumbing business in Texas. As of September 1, 2025, the experience requirement to advance from Journeyman Plumber to Master Plumber was reduced from four years to two years by act of the Texas Legislature.
Regulatory Oversight
Under Texas Occupations Code Chapter 1301 (Plumbing License Law); 22 Tex. Admin. Code Chapter 365, Texas State Board of Plumbing Examiners (TSBPE) is the body that issues this license and enforces compliance with it. TSBPE administers and enforces the Texas Plumbing License Law, licenses individual plumbers, registers plumbing apprentices, investigates consumer complaints, and inspects plumbing installations on a complaint basis. The agency was scheduled for sunset abolishment but was reconstituted by HB 3214 (89th Legislature, 2025).

Who May Apply
At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Texas residency requirement.
Good moral character
TSBPE conducts a criminal background check on every applicant under Tex. Occ. Code Chapter 53. Convictions directly related to the practice of plumbing — including theft, fraud, assault, and certain drug offenses — may result in denial.
Background investigation
Mandatory fingerprinting through the Texas Department of Public Safety Live Scan vendor for all initial applicants.
Required Experience and Education
The applicant must document and verify at least 2 years of as a licensed Texas Journeyman Plumber (effective September 1, 2025; previously four years). Keep payroll, tax, project, or supervisor records to support the claim, as the board can request proof for any period within its lookback window.
Accepted proof of experience or eligibility
- Active Texas Journeyman Plumber license held continuously for at least two years immediately preceding the application
- Sworn experience affidavit on the TSBPE Master Plumber Examination Application form
- Documented continuing education credit covering the cycle since Journeyman issuance
Education substitution
A Department of Labor-recognized plumbing apprenticeship completion certificate may substitute for one year of the prerequisite Journeyman experience under the post-September 2025 rule.
Examination Requirements
The licensing examination is delivered by Pearson VUE (under contract to TSBPE). All of the following parts must be cleared prior to issuance:
- Master Plumber Examination — 100 questions, 240 minutes, passing score 70%
Examination fee: $25 examination processing fee paid to TSBPE plus $128.50 examination fee paid to Pearson VUE on the day of the exam.
Retake policy: Failed examinations may be re-taken by paying a new $128.50 examination fee. The TSBPE application authorization remains valid for one year.
Insurance and Financial Requirements
This credential carries no state-level surety bond requirement under the cited sources. Individual jobs may still trigger a permit or public-works bond, which should be verified before bidding.
General liability
TSBPE does not impose a state-level general liability requirement on individual Master Plumbers. Most Texas municipalities require permit pullers to carry commercial general liability of $300,000 to $1,000,000.
Workers' compensation
Workers' compensation is not mandated by TSBPE. Texas does not require workers' compensation for non-construction private employers, but most plumbing contractors carry it for liability protection on commercial sites.
Licensing Fees
| Fee | Amount |
|---|---|
| Application (non-refundable) | $25 |
| Examination | $128.5 |
| Initial license | $75 |
| Renewal (every year) | $105 |
Keeping the License Current
Renewal of the Texas Master Plumber License comes due every year. As cited, the renewal fee stands at $105. Texas Master Plumber licenses renew annually on the anniversary of original issuance. Late renewal carries a tiered penalty of up to twice the original renewal fee depending on the lapse duration.
Continuing education: Six hours of TSBPE-approved continuing education each renewal cycle, including current code amendments and law updates.

The NASCLA Accredited Examination is not accepted by Texas for this classification.
| Reciprocal State | Accepted Exam | Conditions |
|---|---|---|
| Arkansas | Master exam waived | Bilateral agreement for active Master Plumbers in good standing. |
| Louisiana | Master exam waived | Bilateral agreement; applicant must pass the Texas law portion. |
TSBPE maintains a small number of bilateral plumbing reciprocity agreements. Plumbing is not a NASCLA-administered trade.

Application Process, Step by Step
- Hold an active Texas Journeyman Plumber license for at least two years. The Journeyman Plumber prerequisite itself requires 8,000 hours of supervised plumbing work and passing the TSBPE Journeyman examination.
- Complete the Master Plumber Examination Application. Download the application from tsbpe.texas.gov, complete the experience affidavit, and have it notarized.
- Pay the $25 examination processing fee to TSBPE. Submit the application and processing fee by mail or online. TSBPE staff verify the Journeyman license history and issue an examination authorization within 4–6 weeks.
- Schedule the Pearson VUE examination. After receiving the examination authorization, schedule the Master Plumber exam at any Texas Pearson VUE test center.
- Pass the Master Plumber Examination. Score 70% or higher on the 100-question Master Plumber Examination. The exam is open-book on the Uniform Plumbing Code (Texas amendments) and Texas Occupations Code Chapter 1301.
- Pay the $75 initial license fee. After passing, submit the $75 license issuance fee to TSBPE for the Master Plumber pocket card and wall certificate.
- Add endorsements (optional). Apply for the Medical Gas Piping Installation Endorsement, the Multipurpose Residential Fire Protection Sprinkler Specialist Endorsement, or the Water Supply Protection Specialist Endorsement, each requiring additional training and exam.

Frequent Application Errors
Working from the cited board instructions, here are the snags most likely to trip up a Texas Plumber filing.
Missing the September 2025 transition window
Applications received before September 1, 2025 still had to satisfy the four-year Journeyman experience rule. Applications received under the old rule that did not meet four years were withdrawn and denied — applicants in that situation must reapply under the new two-year rule.
Substituting Tradesman Plumber-Limited time for Journeyman time
Only time spent as a fully licensed Journeyman Plumber counts toward the two-year prerequisite. Time spent at the Tradesman Plumber-Limited level does not count, even though the work performed may be substantively similar.
Forgetting the Pearson VUE day-of fee
The $128.50 examination fee is paid to Pearson VUE separately from the $25 TSBPE processing fee. Candidates who arrive at the test center without the additional payment are turned away and must reschedule.
Bringing unapproved reference materials
The Master Plumber exam is open-book only on the approved code references. Bringing study guides, commentary, or third-party exam-prep materials results in immediate disqualification.
Letting the renewal lapse
A lapsed Master Plumber license cannot legally qualify a Texas plumbing business. The lapse penalty escalates with time, and a license lapsed for more than three years requires re-examination.

Questions Applicants Ask
Did Texas reduce the Master Plumber experience requirement?
Yes. Effective September 1, 2025, the experience requirement to advance from Journeyman Plumber to Master Plumber was reduced from four years to two years by act of the Texas Legislature. Applications received before September 1, 2025 still had to meet the four-year rule.
How many hours of plumbing experience does Texas require?
The 8,000-hour rule applies to the Journeyman Plumber level, which is the prerequisite to Master Plumber. After becoming a Journeyman, the candidate must hold the license actively for two years before applying for the Master Plumber examination.
How much does the Master Plumber exam cost?
The total examination cost is $153.50 — a $25 processing fee paid to TSBPE plus a $128.50 examination fee paid directly to Pearson VUE on the day of testing.
What is the Master Plumber license fee in Texas?
After passing the examination, the applicant pays $75 to TSBPE for license issuance. Annual renewal is $105 with six hours of continuing education.
Is the Texas Master Plumber exam open or closed book?
The Master Plumber Examination is open-book on the Uniform Plumbing Code with Texas amendments and the Texas Plumbing License Law. The candidate may bring approved code references but no commentary or study guides.
