Massachusetts Plumber License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-05-04 · CLR Editorial Review Desk
Massachusetts plumbers are licensed by the Board of State Examiners of Plumbers and Gas Fitters (BSEPGF) under MGL Chapter 142. The Board issues apprentice, Journeyman, and Master Plumber credentials, plus parallel Gas Fitter credentials, and enforces the Massachusetts State Plumbing and Fuel Gas Code (248 CMR). Massachusetts is one of the few states that uses its own plumbing code rather than adopting the IPC or UPC — 248 CMR contains numerous Massachusetts-specific requirements including indirect waste rules, backflow prevention, and water heater installation standards. Journeyman Plumber applicants must complete 8,500 hours of qualifying field experience and 550 hours of classroom instruction over a minimum of five years at a Board-approved school. Master Plumber applicants must hold the Journeyman license for at least one year and pass a separate Master examination.
The Licensing Authority
Authority over this credential rests with Massachusetts Board of State Examiners of Plumbers and Gas Fitters (BSEPGF), which issues and polices it under MGL Chapter 142; 248 CMR (Massachusetts State Plumbing and Fuel Gas Code). The Board licenses Journeyman, Master, and apprentice plumbers and gas fitters, administers trade examinations, and enforces the Massachusetts State Plumbing Code (248 CMR), which Massachusetts uses in place of the IPC or UPC.

Baseline Eligibility
The threshold requirements are straightforward: age 18 or above, plus a valid Social Security Number. No Massachusetts residency requirement.
Good moral character
The Board conducts a fitness review. Felony convictions and prior license revocations are reviewed individually under 248 CMR 3.
Background investigation
Mandatory CORI release on the application.
Experience and Education Requirements
At least 5 years of Journeyman Plumber: 8,500 hours of practical plumbing experience under a licensed Master Plumber over a minimum of five years, plus 550 hours of classroom instruction at a Board-approved school. Master Plumber: hold the Journeyman license for at least one year of full-time work has to be evidenced and confirmed. Retain payroll, tax, project, or supervisor records, since the board may audit the experience claimed.
Accepted proof of experience or eligibility
- Board Apprentice Plumber registration documenting all qualifying hours from the start
- Experience Verification Form signed by each licensed Master Plumber supervisor
- Certified payroll records, W-2 statements, or 1099 records covering the qualifying period
- Transcript from a Board-approved plumbing school showing 550 classroom hours
Education substitution
Approved vocational plumbing programs may credit a portion of the classroom requirement under 248 CMR 3.06. Field hours cannot be substituted with education.
The Licensing Examination
Massachusetts Board of State Examiners of Plumbers and Gas Fitters (administered in-house) administers the required examination. Each part below must be passed before the license will issue:
- Journeyman Plumber Examination — Massachusetts State Plumbing Code (248 CMR), theory, isometric drawing — 80 questions, 240 minutes, passing score 70%
- Master Plumber Examination — business and law, advanced 248 CMR application, supervisory questions — 50 questions, 180 minutes, passing score 70%
Examination fee: $147 examination fee per attempt paid to the Division of Professional Licensure.
Retake policy: Failed examinations may be re-taken at the next scheduled Board sitting by paying a new $147 fee. The Board administers exams several times per year in Boston.
Financial Security and Insurance
No license surety bond is mandated statewide here under the cited sources, though project-specific or public-works bonding obligations can still attach to a given job.
General liability
The Board does not impose a state-level general liability minimum on individual licensees. Master Plumbers operating as a contracting business typically carry $1,000,000/$2,000,000.
Workers' compensation
Workers' compensation insurance is mandatory in Massachusetts under MGL Chapter 152 for any business with one or more employees.
Additional financial requirements
No state-level net worth requirement. Master Plumbers operating a plumbing contracting business must register the business with the Board and identify a licensed Master as the qualifying individual.
Fee Schedule
| Fee | Amount |
|---|---|
| Application (non-refundable) | $147 |

Massachusetts grants no NASCLA reciprocity for this classification.
| Reciprocal State | Accepted Exam | Conditions |
|---|---|---|
| New Hampshire | Trade exam waived | Bilateral agreement for Master Plumbers in good standing for at least one year. |
| Rhode Island | Trade exam waived | Bilateral agreement for Master Plumbers and Journeyman Plumbers in good standing. |
| Maine | Trade exam waived | Bilateral agreement for Master Plumbers in good standing for at least one year. |
Reciprocal applicants still must pass a Massachusetts-specific 248 CMR open-book examination because the Massachusetts plumbing code differs substantially from the IPC/UPC used in most other states.

The Licensing Roadmap
- Register as an apprentice plumber. Massachusetts requires apprentice registration with the Board from day one. Hours are not credited toward the Journeyman license unless the apprentice was registered when the work was performed.
- Complete 550 classroom hours at a Board-approved school. Five-year program covering 248 CMR, theory, isometric drawing, and code interpretation.
- Accumulate 8,500 field hours over at least five years. Document field experience under one or more licensed Master Plumbers using the Board verification form.
- Submit the Journeyman Plumber application. File with the Board including school transcript, apprentice hours, experience verification, CORI release, and $147 exam fee.
- Pass the in-house Journeyman examination at 70%. Open-book exam covering 248 CMR, theory, and isometric drawing. Administered by the Board in Boston.
- Work one year as a Journeyman. A minimum of one year of full-time Journeyman experience is required before applying for the Master examination.
- Pass the Master Plumber examination. Submit the Master application and pass the separate business, law, and advanced code exam to operate a plumbing contracting business.

- ☐ Experience Verification Form documenting 8,500 hours over at least five years
- ☐ Massachusetts Board of State Examiners of Plumbers and Gas Fitters application with $147 fee
- ☐ CORI release form
- ☐ Journeyman Plumber exam pass certificate at 70%+

Common Application Pitfalls
These are the recurring mistakes that most often delay or reject a Massachusetts Plumber application, based on the official instructions cited here.
Failing to register as an apprentice from day one
Hours worked before the apprentice is registered with the Board are not creditable. Many candidates discover this years into their career.
Studying the IPC or UPC instead of 248 CMR
Massachusetts uses its own plumbing code. Out-of-state study materials based on the IPC or UPC will not match the Massachusetts exam.
Underestimating the isometric drawing portion
The Journeyman exam requires drawing isometric piping diagrams from a written description. Candidates without drafting practice routinely fail this section.
Confusing plumber and gas fitter credentials
Massachusetts issues Plumber and Gas Fitter licenses separately. A Master Plumber cannot perform gas fitting work without the parallel Gas Fitter credential.
Missing the 248 CMR update CE
Continuing education must include any code updates adopted during the renewal cycle. Generic CE without the update course will not satisfy renewal.

Answers to Common Questions
Does Massachusetts use the IPC or UPC plumbing code?
Neither. Massachusetts uses its own Massachusetts State Plumbing and Fuel Gas Code (248 CMR), which contains numerous state-specific requirements that differ from both the IPC and the UPC. This is one of the most important things for out-of-state plumbers to understand.
How many hours of experience does Massachusetts require for a plumber license?
8,500 hours of practical field experience over a minimum of five years, plus 550 hours of classroom instruction at a Board-approved school. Apprentices must register with the Board from day one for hours to be credited.
What is the difference between a Journeyman and Master Plumber in Massachusetts?
A Journeyman Plumber may perform plumbing work under the direction of a Master. A Master Plumber may operate a plumbing contracting business, supervise apprentices and journeymen, and pull permits.
Does Massachusetts reciprocate plumber licenses?
Limited bilateral agreements with New Hampshire, Rhode Island, and Maine. Reciprocal applicants must still pass a Massachusetts-specific 248 CMR open-book exam because the state code differs from the IPC/UPC.
How often does the Massachusetts plumber license renew?
Every two years. Renewal requires twelve hours of approved continuing education including any 248 CMR updates adopted during the cycle.
