Massachusetts HVAC License Requirements (2026)
By Gabriel Giner, Editor · Reviewed 2026-06-16 · CLR Editorial Review Desk
Massachusetts does not issue a standalone "HVAC contractor" license. HVAC work is regulated through several overlapping credentials: the Sheet Metal Worker license issued by the Massachusetts Board of Examiners of Sheet Metal Workers under MGL Chapter 112 §§288–296 and 270 CMR; federal EPA Section 608 Technician Certification for any work involving refrigerants; the Plumber and Gas Fitter licenses issued by BSEPGF for hydronic and gas-fired equipment; and the Oil Burner Technician license issued by the Massachusetts Department of Fire Services for any oil-fired heating system. Most full-service HVAC contractors in Massachusetts hold a Sheet Metal license (for ductwork fabrication and installation) plus EPA 608 certification (for refrigerant work) and contract with licensed Gas Fitters or Plumbers for the gas, oil, or hydronic piping connections. The Sheet Metal license has Journeyperson and Master tiers; only Masters may operate a sheet metal contracting business.
Regulatory Oversight
This license is issued and enforced by Massachusetts Board of Examiners of Sheet Metal Workers (BESMW) pursuant to MGL Chapter 112 §§288–296; 270 CMR (Board rules). The Board licenses Journeyperson and Master Sheet Metal Workers who fabricate and install ductwork, HVAC sheet metal, and related systems. Most HVAC contractors in Massachusetts hold a Sheet Metal license alongside federal EPA 608 refrigerant certification.

Who May Apply
At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Massachusetts residency requirement.
Good moral character
The Board conducts a fitness review on every applicant. Felony convictions and prior license revocations are reviewed individually under 270 CMR.
Background investigation
Mandatory CORI release on the application.
Required Experience and Education
Plan to substantiate 4 years of Journeyperson Sheet Metal Worker: four years (8,000 hours) of practical sheet metal experience under a licensed Master plus an approved apprenticeship or equivalent classroom instruction. Master Sheet Metal Worker: hold the Journeyperson license for at least one year and pass the Master examination with hard records. Payroll, tax, project logs, and supervisor verification are what the board relies on when it reviews the claim.
Accepted proof of experience or eligibility
- Board Apprentice Sheet Metal Worker registration documenting all qualifying hours
- Experience Verification Form signed by each licensed Master Sheet Metal Worker supervisor
- Apprenticeship completion certificate from a Department of Labor Standards (DLS) approved program
- Certified payroll records, W-2 statements, or 1099 records covering the qualifying period
Education substitution
Approved sheet metal apprenticeship programs registered with the Massachusetts Division of Apprentice Standards satisfy the classroom requirement under 270 CMR 4.
Examination Requirements
Examinations are administered by Massachusetts Board of Examiners of Sheet Metal Workers (administered in-house). The applicant must pass the following examination parts before the license can issue:
- Journeyperson Sheet Metal Worker Examination — fabrication, installation, SMACNA standards, Massachusetts Mechanical Code (780 CMR 28) — 80 questions, 240 minutes, passing score 70%
- Master Sheet Metal Worker Examination — business and law, advanced fabrication, supervisory questions — 50 questions, 180 minutes, passing score 70%
Examination fee: $100 examination fee per attempt paid to the Division of Professional Licensure.
Retake policy: Failed examinations may be re-taken at the next scheduled Board sitting by paying a new $100 fee. Exams are administered several times per year in Boston.
Insurance and Financial Requirements
This credential carries no state-level surety bond requirement under the cited sources. Individual jobs may still trigger a permit or public-works bond, which should be verified before bidding.
General liability
The Board does not impose a state-level general liability minimum on individual licensees. Master Sheet Metal Workers operating an HVAC contracting business typically carry $1,000,000/$2,000,000.
Workers' compensation
Workers' compensation insurance is mandatory in Massachusetts under MGL Chapter 152 for any business with one or more employees.
Additional financial requirements
No state-level net worth requirement. Master Sheet Metal Workers operating a contracting business must register the business with the Board and identify a licensed Master as the qualifying individual.
Licensing Fees
| Fee | Amount |
|---|---|
| Application (non-refundable) | $100 |
| Examination | $100 |
| Initial license | $117 |
| Renewal (every 2 years) | $78 |
Keeping the License Current
Renewal of the Massachusetts Sheet Metal Worker (Journeyperson and Master) and Refrigeration Technician comes due every 2 years. As cited, the renewal fee stands at $78. EPA 608 certification does not expire and does not require renewal. Sheet Metal Worker licenses renew every two years.
Continuing education: Twelve hours of approved continuing education each two-year cycle including updates to the Massachusetts Mechanical Code (780 CMR 28) and any SMACNA standards adopted during the period.

The Massachusetts Sheet Metal license has no formal reciprocity. Out-of-state HVAC contractors must document Massachusetts-equivalent experience and pass the Board exam. EPA 608 certification is portable across all states because it is federal.
Weighing more than one jurisdiction? The national hub compares HVAC license requirements in every state — exam, bond, fee, and experience thresholds side by side.
Application Process, Step by Step
- Register as an apprentice sheet metal worker. Massachusetts requires apprentice registration with the Division of Apprentice Standards for hours to be credited toward the Journeyperson license.
- Complete an approved sheet metal apprenticeship. Four-year program covering fabrication, installation, SMACNA standards, and the Massachusetts Mechanical Code (780 CMR 28).
- Earn EPA Section 608 certification. Federal certification required for any work involving refrigerants. Type I (small appliance), Type II (high pressure), Type III (low pressure), or Universal — most HVAC techs hold Universal.
- Submit the Journeyperson Sheet Metal Worker application. File with the Board including apprenticeship completion certificate, experience verification, CORI release, and $100 exam fee.
- Pass the in-house Journeyperson examination at 70%. Open-book exam covering fabrication, SMACNA standards, and the Massachusetts Mechanical Code. Administered by the Board in Boston.
- Work one year as a Journeyperson. A minimum of one year of full-time Journeyperson experience is required before applying for the Master examination.
- Pass the Master Sheet Metal Worker examination. Submit the Master application and pass the separate business, law, and advanced fabrication exam to operate a sheet metal contracting business.
Frequent Application Errors
Drawn from the board instructions and sources cited on this page, the pitfalls below are the ones most likely to slow down or sink a Massachusetts HVAC application.
Assuming a single "HVAC license" exists
Massachusetts splits HVAC into sheet metal, refrigeration, plumbing, gas fitting, and oil burner credentials. Most HVAC contractors need at least two of these to perform full-service work.
Performing gas piping without a Gas Fitter license
A Sheet Metal license does not authorize gas piping. The Board of State Examiners of Plumbers and Gas Fitters enforces gas fitting strictly and the penalties include criminal prosecution.
Skipping EPA 608 certification
Federal law prohibits handling refrigerant without 608 certification. Penalties are federal and apply regardless of state licensure.
Forgetting the Oil Burner Technician license
Servicing oil-fired heating equipment requires a separate Oil Burner Technician license issued by the Department of Fire Services. Many out-of-state HVAC techs miss this entirely.
No reciprocity surprise
Massachusetts has zero reciprocity for the Sheet Metal Worker license. Experienced HVAC contractors moving from other states must complete the apprenticeship hours and pass the Board exam.

Questions Applicants Ask
Does Massachusetts require an HVAC license?
There is no standalone HVAC license. HVAC work is regulated through the Sheet Metal Worker license (for ductwork), federal EPA 608 certification (for refrigerants), Plumber/Gas Fitter licenses (for hydronic, gas, and water connections), and the Oil Burner Technician license (for oil-fired heating).
Who licenses sheet metal workers in Massachusetts?
The Massachusetts Board of Examiners of Sheet Metal Workers under MGL Chapter 112 §§288–296 and 270 CMR. The Board administers exams in-house in Boston.
What is EPA Section 608 certification?
A federal EPA certification required under the Clean Air Act for any technician who maintains, services, repairs, or disposes of equipment containing refrigerants. Massachusetts requires it for HVAC work involving refrigerants but does not administer it — it is portable across all states.
Do I need a Plumber or Gas Fitter license to install a furnace or boiler?
Yes for the gas, oil, or hydronic piping connections. Massachusetts strictly separates the trades. Most HVAC firms employ a licensed Gas Fitter or Plumber or subcontract those connections.
How often does the Massachusetts Sheet Metal license renew?
Every two years. Renewal requires twelve hours of approved continuing education including any updates to the Massachusetts Mechanical Code or SMACNA standards adopted during the cycle.
