The Iowa Plumbing and Mechanical Systems Board (housed within the Iowa Department of Inspections, Appeals, and Licensing) licenses plumbers statewide under Iowa Code Chapter 105. Iowa issues individual credentials at three levels — Apprentice Plumber, Journeyperson Plumber, and Master Plumber — plus a Plumbing Contractor business license. A Master Plumber may design, install, alter, and repair plumbing systems and serve as the qualifying individual for a Plumbing Contractor business. Iowa adopts the Uniform Plumbing Code (UPC) by reference through Iowa Administrative Code 641 Chapter 25. To operate as a plumbing contracting business in Iowa, the business must hold a Plumbing Contractor license and designate a Master Plumber as the qualifying individual.

Regulatory Body Profile

Iowa Plumbing and Mechanical Systems Board (PMSB) is the statutory authority responsible for issuing and enforcing this license under Iowa Code Chapter 105; Iowa Administrative Code 641—Chapters 28 through 34 (Plumbing and Mechanical Systems Board rules). The Iowa Plumbing and Mechanical Systems Board, housed within the Iowa Department of Inspections, Appeals, and Licensing (DIAL), licenses plumbers, mechanical (HVAC) professionals, hydronic professionals, and refrigeration professionals at apprentice, journeyperson, and master levels, plus contractor licenses for each discipline. The Board adopts the Uniform Plumbing Code and the Uniform Mechanical Code by reference through Iowa Administrative Code 641 and conducts disciplinary proceedings. Licensing exams are delivered by Prometric under contract.

The Eligibility Audit

Eligibility begins with two baseline checks: the applicant must be 18 or older and must provide a valid Social Security Number. No Iowa residency requirement.

Good moral character

The Plumbing and Mechanical Systems Board conducts a fitness review on every applicant. Felony convictions are reviewed individually under Iowa Code §272C.

Background investigation

Mandatory criminal history disclosure on the application.

Experience and Education Standards

The experience bar is one year of qualifying work experience as an Iowa-licensed Journeyperson Plumber (the Journeyperson itself requires four years and 8,000 hours as an Apprentice Plumber registered with the Board, plus passing the Iowa Journeyperson Plumber examination), and it must be backed by verifiable records — typically payroll, tax, project, or supervisor documentation covering the claimed period.

Accepted proof of experience or eligibility

  • Plumbing and Mechanical Systems Board Experience Verification Form signed by each supervising Master Plumber
  • Iowa Workforce Development wage records or W-2 statements covering the qualifying period
  • U.S. Department of Labor registered apprenticeship completion certificate (where applicable)

Education substitution

A U.S. Department of Labor registered plumbing apprenticeship satisfies the Apprentice-to-Journeyperson experience requirement. Accredited plumbing trade school coursework may substitute for portions of the experience on a sliding scale per Iowa Administrative Code 641—29.

The Exam Syllabus

Prometric under contract to the Iowa Plumbing and Mechanical Systems Board administers the required examination. Each part below must be passed before the license will issue:

  • Iowa Master Plumber Examination — Uniform Plumbing Code, Iowa plumbing rules, plumbing theory and calculations, business and law100 questions, 240 minutes, passing score 75%

Examination fee: $195 examination fee paid to Prometric at scheduling.

Retake policy: Failed examinations may be re-taken by paying a new $195 fee. Each application remains valid for one year from the date of Board approval.

Bonding, Insurance & Financial Security

No statewide contractor license surety bond is required for this credential in the cited sources. Project-specific, permit, or public-works bonds may still apply, so confirm bonding before bidding a given job.

General liability

Iowa requires Plumbing Contractors to carry a minimum of $500,000 per occurrence and $500,000 aggregate in general liability insurance under Iowa Administrative Code 641—30.

Workers' compensation

Mandatory under Iowa Code Chapter 85 for any employer with one or more employees.

Additional financial requirements

No financial statement required for individual plumber credentials. Plumbing Contractor businesses must file the general liability certificate at application.

Out-of-State Reciprocity

For this classification, Iowa does not recognize the NASCLA Accredited Examination.

Reciprocal State Accepted Exam Conditions
Nebraska Trade exam waived Bilateral Iowa–Nebraska reciprocity for active Master and Journeyperson Plumbers in good standing.
South Dakota Trade exam waived Bilateral Iowa–South Dakota reciprocity for active Master and Journeyperson Plumbers.
Arkansas Trade exam waived Bilateral Iowa–Arkansas reciprocity for active Master and Journeyperson Plumbers.

Iowa maintains written reciprocity agreements for plumber credentials with Nebraska, South Dakota, and Arkansas. Reciprocal applicants must hold the credential by examination in the other state and be in good standing. Iowa does not reciprocate with states that use the International Plumbing Code instead of the Uniform Plumbing Code.

The Application Roadmap

  1. Register as an Apprentice Plumber. All entry-level plumbing workers in Iowa must register with the Plumbing and Mechanical Systems Board as an Apprentice Plumber before performing plumbing work.
  2. Earn the Journeyperson Plumber credential. Four years and 8,000 hours as a registered Apprentice Plumber, or completion of a U.S. DOL registered apprenticeship, plus passing the Iowa Journeyperson Plumber examination.
  3. Document one year of Journeyperson experience. One year of qualifying work experience as an Iowa Journeyperson Plumber under a licensed Master.
  4. Submit the Plumbing and Mechanical Systems Board Master application. File the application with experience documentation and the Board application fee.
  5. Pass the Prometric Master Plumber examination at 75%. Score 75% or better on the 100-question exam covering the Uniform Plumbing Code, Iowa rules, theory, and business and law.
  6. Receive the Master Plumber credential. The Board issues the credential after the exam is passed.
  7. File the Plumbing Contractor license application (if self-employed). Designate the Master Plumber as the qualifying individual and submit the $500,000 general liability certificate.

Pre-Application Checklist

Ahead of submission to PMSB, confirm every item on this short list:

  • ☐  Documentation of one year of Journeyperson experience
  • ☐  Plumbing and Mechanical Systems Board application with $180 fee
  • ☐  Prometric Master Plumber exam pass certificate at 75%+
  • ☐  Plumbing Contractor license application with $500,000 general liability certificate (if self-employed)
  • ☐  Workers compensation coverage certificate for any business with employees

Where Applications Stall

These are the recurring mistakes that most often delay or reject a Iowa Plumber application, based on the official instructions cited here.

Studying the wrong code

Iowa uses the Uniform Plumbing Code. Candidates from IPC states who study the International Plumbing Code will fail the Iowa Master examination.

Skipping Apprentice registration

All plumbing hours must be accrued while registered as an Apprentice Plumber with the Board. Unregistered work does not count toward the experience requirement.

Confusing individual credential with contractor license

The Master credential authorizes the individual; the Plumbing Contractor license authorizes the business. Both are required to operate a self-employed plumbing business.

Missing the 75% cut score

Iowa requires a 75% passing score on the Master examination — stricter than many neighboring states.

Letting continuing education slide

24 hours of CE per three-year cycle (including eight UPC hours) is mandatory. Missing CE blocks renewal.

Common Questions

What plumbing code does Iowa use?

Iowa adopts the Uniform Plumbing Code (UPC) by reference through Iowa Administrative Code 641 Chapter 25. Candidates from IPC states must study the UPC before the Iowa Master examination.

How many hours does Iowa require for a Master Plumber?

Four years and 8,000 hours as a registered Apprentice Plumber to reach the Journeyperson credential, plus one additional year of Journeyperson experience to qualify for the Master Plumber examination.

Do I need both a Master credential and a Plumbing Contractor license?

Yes, if you operate a self-employed plumbing contracting business. The Master credential authorizes the individual; the Plumbing Contractor license authorizes the business to bid and contract.
