Arkansas Painting License Requirements (2026)

Arkansas regulates painting through the Arkansas Contractors Licensing Board (CLB) under Ark. Code Ann. §17-25-101 et seq. A painting contractor must hold a Residential Remodeler license for any residential project of $2,000 or more and a Commercial Specialty (Painting) license for any commercial project of $50,000 or more. Below those thresholds no CLB license is required, but local business licensing and the federal EPA Lead Renovation, Repair and Painting (RRP) Rule still apply for pre-1978 housing.

Federal requirement: EPA Lead RRP Rule

The federal EPA Lead RRP Rule applies in every state — including Arkansas — to renovation, repair, or painting that disturbs paint in housing built before 1978. See our complete EPA RRP Lead Certification guide for who needs firm and renovator certification, what it costs, and how renewal works.

Regulatory Oversight

Under Arkansas Code Title 17 Chapter 25 (Contractors) and Title 17 Chapter 38 (Residential Building); ACLB Rules and Regulations, Arkansas Contractors Licensing Board (ACLB) is the body that issues this license and enforces compliance with it. The Arkansas Contractors Licensing Board (ACLB) licenses Commercial Contractors, Residential Builders, and Residential Remodelers statewide, sets financial responsibility standards, administers PSI examinations, and conducts disciplinary proceedings. ACLB enforces the $50,000 single-project threshold above which contracting work requires a state license.

Who May Apply

At a minimum the applicant has to be 18 years old and supply a valid Social Security Number. No Arkansas residency requirement; out-of-state contractors post a $10,000 non-resident bond in addition to the standard bond.

Good moral character

CLB reviews criminal and business history; felony disclosure required.

Background investigation

Application includes mandatory disclosure of criminal history and prior license actions.

Required Experience and Education

No fixed number of years of experience is set out in the cited sources for this credential; instead, the controlling requirement is no minimum experience for the painting specialty; qualifying party must pass the Business and Law exam.

Accepted proof of experience or eligibility

  • CLB application with business history
  • Financial statement (CPA-prepared if net worth under $50,000)
  • EPA RRP Renovator certificate for pre-1978 work

Examination Requirements

Examinations are administered by PSI Services LLC (under contract to Arkansas CLB). The applicant must pass the following examination parts before the license can issue:

  • Arkansas Business and Law Examination (open book)50 questions, 180 minutes, passing score 70%

Examination fee: $65 PSI exam fee plus $100 CLB application review fee.

Retake policy: Retake after re-registration with PSI; application valid for one year.

Insurance and Financial Requirements

A contractor license surety bond of $10,000, on the ACLB's prescribed form, is a precondition to issuance.

General liability

Minimum $100,000 general liability for commercial specialty; market standard $1,000,000 / $2,000,000. Residential Remodeler license requires proof of GL only (no statutory minimum).

Workers' compensation

Workers' compensation mandatory for any Arkansas employer with three or more employees under Ark. Code Ann. §11-9-401.

Additional financial requirements

CLB requires a financial statement; net worth under $50,000 requires a CPA-prepared compilation or review.

Licensing Fees

Fee Amount
Application (non-refundable)$100
Examination$65
Initial license$200
Renewal (every year)$200

Keeping the License Current

Renewal of the Arkansas Contractors Licensing Board — Painting (Specialty) or Residential Remodeler comes due every year. As cited, the renewal fee stands at $200. CLB license renews annually. Financial statement must be updated at each renewal.

Continuing education: No CE for painting; Residential Remodeler license requires 4 hours of CE annually.

Reciprocity and License Transfer

Arkansas accepts the NASCLA Accredited Examination for this classification.

Reciprocal State Accepted Exam Conditions

Arkansas accepts the NASCLA Accredited Examination for the commercial specialty exam portion. Out-of-state painters still file the full CLB application and post the non-resident bond.

Application Process, Step by Step

  1. Determine project-value threshold. Residential Remodeler for residential jobs ≥$2,000; Commercial Specialty (Painting) for commercial jobs ≥$50,000.
  2. Prepare financial statement. CPA-reviewed compilation required if net worth under $50,000.
  3. Register for the PSI Business and Law exam. Score 70% or better on the open-book exam.
  4. Submit the CLB application with fees. $100 application fee plus $200 license issuance fee; non-resident $10,000 additional bond if applicable.
  5. Procure general liability insurance and workers comp. File certificates with CLB; workers comp required at three employees.
  6. Complete EPA Lead-Safe Firm Certification. Required nationwide for pre-1978 housing under 40 CFR Part 745.
  7. Register locally where required. Little Rock, Fayetteville, and other municipalities may require a local business license in addition to the CLB license.
  8. Renew annually on the CLB cycle. Maintain bond, insurance, and financial statement currency.

Frequent Application Errors

Working from the cited board instructions, here are the snags most likely to trip up a Arkansas Painting filing.

Misreading the $2,000 / $50,000 thresholds

Splitting a single job into smaller invoices to stay under the threshold is treated as a single contract by CLB and subject to penalty.

Skipping the financial statement

CLB rejects applications without a current financial statement; CPA compilation is required if net worth is under $50,000.

Ignoring the federal EPA Lead RRP rule

EPA RRP applies nationwide. Penalties up to $46,989 per day per violation for painting pre-1978 housing without firm certification.

Non-resident bond omission

Out-of-state applicants frequently forget the additional $10,000 non-resident bond; application is rejected without it.

Overspray claims without GL coverage

Overspray on vehicles and landscaping is the most common painter claim; $1M GL is the practical floor.

Questions Applicants Ask

Do I need a state license for small painting jobs in Arkansas?

No — residential jobs under $2,000 and commercial jobs under $50,000 are exempt from CLB licensing. Local business licensing and EPA RRP still apply.

What is the difference between Residential Remodeler and Commercial Specialty?

Residential Remodeler covers residential work of $2,000 or more. Commercial Specialty (Painting) covers commercial work of $50,000 or more. Painters doing both residential and large commercial work need both.

Is there a trade exam for painters?

No trade exam — only the PSI Business and Law exam. Painters must still demonstrate competency but CLB does not administer a specialty painting exam.

Do non-residents pay a higher bond?

Yes — non-residents post an additional $10,000 bond on top of the standard bond requirements.

Is EPA Lead RRP required?

Yes. The federal RRP Rule applies in Arkansas for any painting that disturbs painted surfaces in pre-1978 housing or child-occupied facilities.
